يمكن وضع سياسات فعالة بهدف تحسين منظومة عدالة التوزيع على المدى القصير للعمل على ارتفاع معدل النمو في مصر. وتدخل السياسات المقترحة ضمن إطار عام معني بتحقيق التنمية على أساس تدريجي. ويؤكد هذا الإطار على أهمية توزيع مزايا النمو على قطاع كبير من السكان وزيادة رفاهية المجتمع ككل وتضيق الفروق بين الفقراء وغير الفقراء وبين سكان المناطق الحضرية والريفية من حيث مستوى الرفاه وذلك من أجل ضمان خدمة مصالح الفقراء حتى ولو على المدى القصير. \

Despite the importance and necessity of rapid economic growth that we need quickly, as a mechanism to raise the average per capita income in impressive, but that this growth alone is not enough at all to combat income disparity, which requires the presence of social and economic policies effectively managed community of the income distribution in a fair and redistribute through wages, tax, subsidy, remittances and public services subsidy. \
