|a يمكن وضع سياسات فعالة بهدف تحسين منظومة عدالة التوزيع على المدى القصير للعمل على ارتفاع معدل النمو في مصر. \ وتدخل السياسات المقترحة ضمن إطار عام معني بتحقيق التنمية على أساس تدريجي. \ ويؤكد هذا الإطار على أهمية توزيع مزايا النمو على قطاع كبير من السكان وزيادة رفاهية المجتمع ككل وتضيق الفروق بين الفقراء وغير الفقراء وبين سكان المناطق الحضرية والريفية من حيث مستوى الرفاه وذلك من أجل ضمان خدمة مصالح الفقراء حتى ولو على المدى القصير. \
|b Although the distribution of income is one of the oldest aspects of economic theory, we still are far from formation theory satisfactorily explain why the distribution of income varies degrees fairness from state to state, or explain delinquency this distribution to equality at one time, and how far at another time . \ The equality or inequality in the distribution of income back to a set of forces that do not guarantee the continuity of the inevitability of any of them in the same direction increase degree of equality in the distribution or decreasing. However, these forces that shape the distribution of income we find a major factor which is about the nature and degree of technical progress. But technology is not the only factor, as there is also the nature of the power structure, the population growth rate, the structure of employment, distribution in various economic activities, the degree of integration with the outside world, and the degree of growth in the gross national product. Despite the importance and necessity of rapid economic growth that we need quickly, as a mechanism to raise the average per capita income in impressive, but that this growth alone is not enough at all to combat income disparity, which requires the presence of social and economic policies effectively managed community of the income distribution in a fair and redistribute through wages, tax, subsidy, remittances and public services subsidy. \
