هدف البحث الحالي إلى الكشف عن معوقات إصلاح التعليم الجامعي. واستخدم البحث المنهج الوصفي. وأشار إلى انه على الرغم من الجهود التي بذلت لإصلاح التعليم الجامعي في الآونة الأخيرة إلا أنه ما زال التعليم الجامعي يعاني من أزمة جملة من المشكلات أكدتها العديد من التقارير الأمر الذي يتطلب بذل مزيد من الجهود لإحداث إصلاح وتغيير جذري في بنية هذا التعليم وعناصره ومحتواه وذلك من أجل تحقيق وظائف الجامعة المرجوة. كما تناول إجراءات مقترحة لإصلاح التعليم الجامعي من خلال تقديم إطار نظري استند إلى المحاور التالية ماهية إصلاح التعليم الجامعي. وتضمن أهداف إصلاح التعليم الجامعي ومبررات إصلاح التعليم الجامعي ومبادئ الإصلاح الجامعي. مجالات إصلاح التعليم الجامعي ومعاييره. وتضمن مجالات إصلاح التعليم الجامعي ومعايير الإصلاح الجامعي الفعال. معوقات إصلاح التعليم الجامعي. وإجراءات مقترحة لإصلاح التعليم الجامعي. وتوصلت النتائج إلي ضعف مشاركة أعضاء هيئة التدريس في اتخاذ القرارات المتعلقة بإصلاح الجامعة مما يؤدي إلى عدم حدوث تغيرات ملموسة في التعليم والبحث العلمي وخدمة الجامعة. وغياب الاستراتيجيات الشاملة لإصلاح التعليم الجامعي في إطار المنظومة التعليمية ككل. والتغييرات المستمرة في القيادات الجامعية والتي تؤدي إلي تدني مستوي الجهود الإصلاحية. وارتباط التعليم الجامعي بمادونه من المستويات التعليمية الأمر الذي يؤدي إلي وجود مشكلات ترجع بأسبابها إلى مراحل التعليم قبل الجامعي. وازدواج التعليم الجامعي ما بين الخاص والحكومي والأجنبي الإمر الذي فرض ضرورة الاهتمام بهوية التعليم ومواجهة الظواهر الناتجة عن هذه التعددية التي قد تضر بمستقبل التعليم الجامعي ورسالته الثقافية الوطنية. وأوصي البحث بضرورة انطلاق الإصلاح من رؤية واضحة وفلسفة محددة والارتكاز على المنهجية العلمية في عملية الإصلاح. والتخطيط المستمر لبرنامج الإصلاح التعليمي الجامعي. وزيادة وعي المستفيدين من الجامعة بأهمية عملية الإصلاح وقبول عملية التغيير. وتوفير الوقت اللازم لتطبيق خطة برنامج الإصلاح التعليمي.واعادة صياغة السياسة التعليمية لكي تتلائم مع توجهات وفكر الإصلاح.كُتب هذا المستخلص من قِبل دار المنظومة 2018
The objective of the current research is to uncover the obstacles to the university education reform. The research used the descriptive approach. It pointed out that despite the efforts made to reform the university education in the recent times, the university education still suffers from a crisis of a number of problems confirmed by many reports, which requires further efforts to bring about a radical reform and change in the structure of this education and its elements and content .This is in order to achieve the desired university functions. It also tackled the proposed measures for the reform of the university education by providing a theoretical framework based on the following axes: the reform essence of the university education, the objectives of the reform of the university education and the justification for the reform of the university education and the principles of the university reform, the fields of the reform of the university education and its standards. It included the fields of the reform of the university education and the standards of the effective university reform, the obstacles of the reform of the university education, and the proposed actions to reform the university education. The results have led to the lack of the participation of the faculty members in making decisions related to the reform of the university, which lead to no significant changes in the education, the scientific research and the service of the university, and the absence of the comprehensive strategies for the reform of the university education within the educational system as a whole, and the constant changes in the university leadership that lead to the low level of the reform efforts, and the association of the university education with what is lower than its level of the educational levels, which leads to the existence of the problems due to the reasons for the stages of the pre-university education, and the duplication of the university education between the private university education, the governmental university education and the foreigner university education, which imposed the need to pay attention to the essence of the education and to confront the phenomena resulting from this pluralism that may harm the future of the university education and its national cultural mission. The study recommended that the reform should start with a clear vision and a specific philosophy and should be based on the scientific methodology in the reform process, and the ongoing planning of the university education reform program, and raising the awareness of the beneficiaries of the importance of the reform process and accept the process of change, and providing time for the implementation of the educational reform program plan, and the reformulation of the educational policy to suit the orientation and the thought of reform.This abstract translated by Dar AlMandumah Inc. 2018
