This study aimed at designing an English for Specific Purposes program (ESP) for learners of commercial technician institutes. This study reviewed literature on some fundamental features of ESP, EAP. the functional approach and needs analysis. The researcher conducted three needs analyses questionnaires to identify the learners’ language needs. The findings of the needs analysis determine some important skills for the proposed ESP program. Students’ needs which they had to meet were analyzed. As a result of needs analysis process, the researcher formulated the program which was based on the functional approach. The samples of questionnaires included 7specialist in methodology, 20 teachers of English and 40 students in the computer department. The researcher analyzed the results of questionnaires to find out the effectiveness of the proposed program.
