يمثل البحث الحالي محاولة تحليلية نقدية لتقصى مدى وضوح المبادئ الحاكمة وسلامة الأهداف العامة للتعليم قبل الجامعي واستيفائها للشروط العلمية اللازمة. وفى سبيل تحليل ونقد المبادئ والأهداف، اعتمد البحث على الوثيقة الرسمية لسياسة التعليم الصادرة في العام ٢٠٠٦ عن وزارة التربية والتعليم ضمن إصدارات مبارك والتعليم، والتي يسرى العمل بها حتى الآن. وتوصل البحث إلى أن ثمة غيابا واضحا للمبادئ الحاكمة، وضعفا منهجنا في الأهداف العامة للتعليم قبل الجامعي وصل بها إلى كونها لا تمثل أهدافا عامة للتعليم، وكشف البحث أن مرد ذلك هو: الرغبة في إرضاء القيادة السياسية، والتعجل وعدم التدقيق من قبل واضعي هذه الأهداف، والامتثال للإملاءات والضغوط الخارجية، وتخلى الدولة عن بعض مسئولياتها في تبعية واضحة لتيار العولمة دونما مراعاة المصلحة الوطنية. ومن ثم يرى البحث ضريرة وضع مبادئ واضحة يرتضيها المجتمع وتقرها الدولة وتلتزم بها، تكون موجهة وحاكمة للتعليم، وضرورة إعادة بناء أهداف عامة للتعليم وفقا للأسس العلمية التي يلزم الاعتماد عليها.
The present research represents a critical analytical attempt to investigate the clarity of governing principles, the correctness of the general goals of the pre-university education and satisfaction of the essential scientific conditions. To analyze and criticize the principles and the goals, the study relied on the official document of Educational Policy issued in 2006 by the Ministry of Education which were included in the versions Mubarak and Education, which still working out till now. The research found that there are: clear lack of the governing principles, .systematical weakness in the general goals of .the pre-university education, and these led to that they do not represent the general goals of education. The research revealed that the reasons for this are: the desire to satisfy political leadership, the speediness and inaccuracy of makers of these goals, the compliance to the external dictates and pressures, and the state's renouncing of some of its responsibilities in a clear subordination to Without taking into account the national interest. Finally, the research recommended the need to establish clear principles that are acceptable to the community and approved by the State, to be abided by them and to direct and administer education. It also recommended the need to rebuild the general goals of education and in accordance with the scientific foundations that need to be reliable.
