معوقات مشاركة المجتمع المحلي في إدارة مؤسسات رياض الأطفال و سبل تفعيلها

المستخلص: هدف البحث إلى تعرف درجة تواجد معوقات مشاركة المجتمع المحلي في إدارة مؤسسات رياض الأطفال وسبل تفعيلها من وجهة نظر مديري تلك الرياض، وكذلك التعرف إلى الفروق في وجهة نظر مديري رياض الأطفال تبعا لمتغيرات (المؤهل العلمي، المؤهل التربوي، سنوات الخبرة في إدارة رياض الأطفال، نوع الرياض). استخدمت الباحثة المنهج الوصفي التحليلي، واشتملت العينة على (122) مدير روضة في مدينة دمشق للعام الدراسي 2012/ 2103. ولتحقيق هدف البحث صممت استبانة احتوت (24) فقرة. وأظهرت النتائج أن المتوسط الحسابي لإجابات المديرين عن درجة تواجد معوقات مشاركة المجتمع المحلي في إدارة مؤسسات رياض الأطفال بشكل عام قد بلغ (3.57) وهي درجة كبيرة. كما تبين أن (17) معوقا متواجدا بدرجة كافية من أصل (24) معوقا حيث تصل درجة تواجدها إلى الوزن النسبي المحدد وهي 70% من الدرجة العظمى. كما أظهرت النتائج عدم وجود فروق دالة إحصائيا بين إجابات مديري رياض الأطفال وفقا للمتغيرات الثلاثة (المؤهل العلمي، المؤهل التربوي، سنوات الخبرة). بينما وجدت فروق دالة إحصائيا بحسب متغير نوع الرياض لصالح رياض الأطفال الخاصة ذات المتوسط الحسابي الأكبر. كما أظهرت النتائج أن أهم الأساليب المقترحة من قبل مديري رياض الأطفال لتفعيل مشاركة المجتمع المحلي في إدارة رياض الأطفال هي: مناسبة أهداف الروضة وأنشطتها وبرامجها لاحتياجات المجتمع المحلي، وتفعيل دور مجلس أولياء الأمور في متابعة جميع أعمال الروضة، كذلك تبادل الخدمات والمساعدات بين الروضة وقطاعات المجتمع المحلي. وقدم البحث مقترحات منها عقد دورات وندوات لتوعية المديرين والمعلمين والعاملين ومختلف قطاعات المجتمع المحلي بأهمية مشاركة المجتمع المحلي في إدارة الروضة وتركيز مشاركة المجتمع المحلي على أنشطة وبرامج تخدم احتياجاته، مع ضرورة تفعيل مجالس أولياء الأمور ولاسيما في فيما يتعلق برسم خطط الروضة وسياساتها وبرامجها التربوية. \

The research aims to identify the degree of presence the obstacles of community participation in the management kindergartens institutions and ways to activate it from the perspective of kindergartens′ principals, as well as to identify the differences in the perspective of kindergartens′ principals due to the variables (academic qualification, educational qualification, years of experience in the management of kindergarten, the type of kindergarten). The researcher used the descriptive method of analysis, the sample included (122) kindergartens′ principals in Damascus for the academic year 2012/2013. To achieve the objective of this research the researcher designed questionnaire contained (24) paragraph. The results showed that the average mean of the principals answers on the degree of presence the obstacles of community participation in the management of kindergartens institutions in general has been reached (3.57), and in the large degree. As it turns out that (17) obstacle is found enough out of (24) obstacle , where the presence reaches the specified relative weight which is 70% of the majority class. The results also showed no statistically significant differences between the kindergartens′ principals answers according to the three variables (academic qualification, educational qualification, years of experience in the management of kindergarten). While others have found statistically significant differences according to the type of kindergarten for the benefit of private kindergartens with the larger mean. The results also showed that the most important methods proposed by the principals of kindergartens to activate community participation in the management of kindergartens are: suitable kindergarten aims and its activities and programs to the needs of the local community, and activating the role of the parents in the follow-up of all acts of kindergarten, as well as the exchange of services and assistance between kindergarten and sectors of society Local. The research was presented proposals including sessions and seminars to educate principals and teachers, workers and various sectors of the local community of the importance of community participation in the management of the kindergarten, and concentration community participation on activities and programs serve the needs of it, with the necessity of activating the parent councils, especially in regard to drawing plans kindergarten, policies and educational programs. \
