يعد الترتيب العالمي للجامعات الذي تقوم عليه منظمة (QS) بالشراكة مع المنظمة الإعلامية البريطانية التايمز، أحد أشهر التصنيفات العالمية لترتيب الجامعات. إذ بدأت جامعات العالم تتنافس للحصول على مراتب متقدمة على وفق معايير الترتيب العالمية، مما أثر سلبًا على الدول العربية بصورة عامة والعراقية على وجه الخصوص إذ يقف بعضًا من جامعاتها متأخرًا في نظم الترتيب هذه، لذلك جاءت الحاجة لتهيئة مستلزمات تحسين الترتيب العالمي لهذه الجامعات. حددت المعضلة العلمية للبحث بحاجة المنظمات التعليمية في العراق للحصول على التوافق مع متطلبات الجودة الأكاديمية والمتمثلة بمعايير ترتيب الجامعات عالميًا، وسبل المحافظة أو التقدم في الترتيب ضمن تصنيف (QS). وجاءت هذه الحاجة نتيجة اعتقاد الكثير بأن تدني الترتيب يشير إلى تدني مستوى الجودة في الجامعة. استوجب ذلك دراسة واقع الجودة في الجامعة لتوطين نظام (THE- QS) ومؤشراته بشكل نهائي وصولاً إلى مراحل متقدمة في الترتيب والمحافظة عليه من خلال المتابعة والتحسين المستمر من أجل تشخيص نقاط القوة ونقاط الضعف لتعزيز الأولى ومعالجة الثانية، بما يحقق للجامعة التقدم في الترتيب العالمي. وللوصول إلى أهداف الدراسة فقد تم العمل على استخدام عدد من الأدوات منها بناء قائمة فحص (Checklist). ومقابلات شخصية مع عدد من المعنيين بالجودة في جامعة بغداد. كما توصل البحث إلى أن هنالك تأثير كبير للأطراف المعنية بالعملية التعليمية من أكاديميين وطلبة وأرباب عمل ونظراء للجامعات، إذ يعتمد التقويم في نظام (THE-QS) بصورة كبيرة على الاستطلاعات المعدة من قبل المنظمة للاستئناس بآرائهم. وأوصى البحث بضرورة وضع برنامج لزيادة عدد الطلبة الأجانب من خلال آلية تم اقتراحها، وكذلك ضرورة استقطاب والاحتفاظ بالأستاذة من ذوي الإنتاج العلمي المنشور في مجلات عالمية معتبرة (Citation Indexed Journal) كونهم جزء مهم من تقييم منظمة (THE- QS) ومعيارًا مهمًا في قياس نشاط الجامعة.
The global ranking of universities upon which the organization (QS) in partnership with the British media organization Thames, one of the most international rankings to rank universities. This came as a result of having too much belief that the low ranking indicates the low level of quality at the university. It necessitated the study of the reality of quality in the university to settle System (THE-QS) and indicators permanently access to advanced stages in the standings and maintained through follow-up and continuous improvement in order to diagnose the strengths and weaknesses, to promote the first second and treatment, so as to achieve the University of progress in the world rankings. To reach the goals of the study has been working on the use of a number of tools including building Checklist (Checklist). Personal interviews with a number of quality involved in the University of Baghdad. The research found that there is a significant impact to the parties concerned the educational process of students and academics, employers and peers for universities, as in the system depends Calendar (THE-QS) largely on surveys prepared by the Organization for domestication views.
