المستخلص: يعتبر البرلمان مركز من المراكز الحساسة في أي نظام سياسي، فهو المرآة العاكسة لطبيعة نظام الحكم ومدى فعاليته، حيث يعتبر حلقة الربط بين مختلف السلطات، والمسؤول الرئيسي على رسم وتنفيذ السياسات العامة، حيث يتمتع البرلمان بوظائف تمثيلية بالنيابة عن المواطن، وتشريعية تتمثل في سن القوانين، ورقابية لخلق التوازن بين باقي السلطات، إن التطبيق الـسليم للوظيفـة الفعلية للبرلمان وخاصة في خضم التطورات الآنية، يفرض حالة من الانتقال إلى مرحلة تدعو لحوكمـة مـسؤوليات البرلمان، مـما يحتم تطبيق العديد من الآليات للوصول إلى الحوكمة البرلمانية وخاصة في الدول المغاربية.

The parliament is regarded to be a center from among the sensitive centers within any political system. It is the mirror reflecting the nature of the ruling system and the extent of its effectiveness, in the case where it is the link between the different authorities and the main entity responsible for the setting and implementation of the general policies. That is because the parliament enjoys representative functions on behalf of the citizen, legislative functions manifested in the enactment of the laws and monitoring functions to create balance between the rest of the authorities. The sound application of the effective role of the parliament and particularly in respect to real-time developments, imposes a state of transition to a stage that calls for a government of the responsibilities of the parliament, which necessitates the implementation of a number of measures to reach the parliamentary government and this is especially so within the Maghreb (North West African) states.This abstract translated by Dar AlMandumah Inc. 2018
