|b This study aimed at utilizing international treaties and legislations in ensuring rights for learners with special needs. Other objectives emanate from this objective: most importantly, recognizing the features of educational rights in international treaties, identifying these rights in Egypt, and recording problems which deter Egyptian legislations from addressing contemporary challenge the rights for handicapped learners whom hopes are there that they would participate in community welfare. Also, it is as clear in stressing the rights that they have been deprived of as a result of the Egyptian laws and legislations and the rarity of making these laws and legislations effective The stakeholders for this study can be those in charge of planning for and developing the Private Education in Sector in Egypt and those who are interested in handicap issues, in addition to institutions which are in touch with this kind of learner. The importance of this study is obvious in the area of the study has adopted the descriptive approach. It has further utilized the Case Study as a method. Lastly, it has reached a number of mechanisms for attaining the educational rights for learners with special needs in Egypt, as described in the paths of the field study.

|a استهدفت الدراسة تحقيق الإفادة من المواثيق والتشريعات العالمية في مجال ضمان حقوق ذوي الإعاقة، ويتفرع منه أهداف فرعية أهمها: التعرف على أهم ملامح الحقوق التربية في المواثيق الدولية، والوقوف على واقع هذه الحقوق في مصر، وكذلك رصد المشكلات التي تعوق التشريعات المصرية عن التفاعل مع التحديات المعاصرة. وتأتي أهمية الدراسة في مجال حقوق ذوي الإعاقة والتي تتعقد عليهم الآمال في تقدم المجتمع والنهوض به، والتأكيد على حقوقهم التي سلبت منهم ؛ نتيجة غياب القوانين والتشريعات المصرية وندرة تفعيلها، وتتعدد فئات المستفيدين من نتائج هده الدراسة، ومنهم المسئولين عن تخطيط وتطوير التعليم الخاص في مصر والمهتمين بقضايا ذوي الإعاقة ،علاوة على المؤسسات التربوية المعنية بهده الفئات، واعتمدت الدراسة على المنهج الوصفي، واتخذت دراسة الحالة كأسلوب، وتوصلت إلى مجموعة من آليات تلبية الحقوق التربوية لذوي الإعاقة بمصر في ضوء المواثيق الدولية والتحديات المعاصرة في المحاور التي حددتها الدراسة الميدانية.
