تناولت الدراسة البناء الدستوري للدولة الإسلامية في صدرها الأول حيث وقف على نشأة الدولة الإسلامية ومفهوم هذا المصطلح المعاصر من منظور إسلامي. كما تناولت الدراسة صور شكل الدولة الذي تم تطبيقه في ذلك العهد، ومدى أثر ذلك التطبيق على استقرار الدولة سياسيا. وكشفت الدراسة معرفة النظام السياسي الإسلامي للدولة بمفهومها المعاصر، ومعرفته يشكل الدولة سواء كانت موحدة بسيطة أو اتحادية مركبة ز وكشفت الدراسة أن الدولة الإسلامية عاشت بسيطة موحدة منذ عهد الرسول صلى الله عليه وسلم وحتى نهاية العصر العباسي الاول حيث كان شكل الدولة يأخذ تارة بنظام المركزية المشددة وتارة أخرى يأخذ بنظام اللامركزية الإدارية. كما أبرزت الدراسة أن الدولة الإسلامية ضعفت في العهد العباسي عندما انتقل شكل الدولة من نظام الدولة الموحدة إلى نظام الدولة الاتحادية، حيث ضعف مركز الخلافة وقويت الأقاليم على حساب المركز مما كان سببا في تفكك وتمزيق أوصال الدولة الإسلامية. وأوصت الدراسة بأن تأخذ الدول الإسلامية بالنظام الاتحادي- إذا أرادت تطبيق أحكام الشرع الحنيف في بلدانها. باعتباره النظام الأمثل والأنسب لها لفعاليته في معالجة قضايا التنوع والتعدد الثقافي والعرقي والديني واللغوي للكيانات المتمايزة فيها، وبالطبع مع استصحاب نظام سياسي ديمقراطي حتى يتوفر للنظام الاتحادي أسباب النجاح. كما أوصت الدراسة بأن تنتظم الدول الإسلامية جميعها في اتحاد كونفدرالي حيث يساهم هذا الاتحاد في رعاية مصالح الأمة الإسلامية، ويقوي مواقفها في المحافل الدولية، ويحقق أهدافها التي تصبو إليها.
