يعد الحضور المنتظم للطلاب داخل المدارس هو العامل المهم في نجاح الطالب، والمدرسة، والعملية التعليمية، ومن ثم المجتمع ككل، وذلك لأن انتظام الطلاب في المدارس يولد: الجدية وحب العمل، والانتماء والولاء الشديد للمدرسة وللأسرة وللوطن، كما يجعل الطالب محبا للنظام ويحترم السلطة، وتتكون لديه الطاعة الواعية والالتزام بالقيم والأخلاقيات. \ \ ويعرف الانتظام المدرسي بأنه: المشاركة في برنامج الأنشطة التعليمية المنظم من قبل المدرسة، كما أنه الحضور الفعلي داخل مبنى المدرسة، وتتبلور مشكلة البحث في التساؤلات التالية: ما منظور الأدبيات والدراسات السابقة للانتظام المدرسي؟. ما أبرز الخبرات الأجنبية في تفعيل الانتظام المدرسي؟ ما الإجراءات المقترحة لتفعيل الانتظام المدرسي في مصر؟؟ \ \ وقد اتبع البحث المنهج المقارن للتوصل إلى إجراءات مقترحة لتفعيل الانتظام المدرسي في مصر، والتي تتمثل فيما يلي: 1. على المستوى المدرسي (تحقيق مناخ مدرسي داعم للطلاب)، ويتحقق من خلال: وضع سياسات تعزز الحضور، وإطلاع أولياء الأمور والطلاب عليها، من أجل المساهمة في تنفيذها، تدريب المعلمين على استخدام أساليب تعليمية تفاعلية ومبدعة لجذب الطلاب، تعزيز العلاقة الإيجابية بين الطالب ومعلميه، وضع قوانين صارمة للغياب، وتطبيقها، والتدخل المبكر عند رصد حالات للغياب، الاهتمام بالتغذية في المدارس، رصد جوائز وحوافز مادية ومعنوية لأفضل حضور، وتوزيعها في احتفالات تضم جميع الطلاب، من أجل تحفيزهم على الحضور، تضافر جهود جميع العناصر داخل المدرسة لخلق بيئة مدرسية آمنة، مبدعة، تعزز ثقة الطلاب بأنفسهم، وتعزز العلاقات الإيجابية داخلها. 2- على المستوى المجتمعي ويتحقق من خلال: وضع رؤية مشتركة بين المدارس والمجتمع وأولياء الأمور، إسهام مؤسسات المجتمع المحيط ماديا مع المدارس من أجل تحفيز الطلاب على الحضور، لصق لافتات في كل مكان تدعو إلى أهمية التعليم، وأهمية حضور الطلاب وانتظامهم داخل المدارس، تسجيل رسائل صوتية بصوت المشاهير تسهم في إيقاظ الطلاب، وحرصهم على الحضور والانتظام، مد جسور الثقة والترابط بين البيت والمدرسة والمجتمع، تعاون جهاز الشرطة مع المدارس في إعادة الطلاب الذين يتجولون أثناء الساعات المدرسية إلى مدارسهم، وأخذ تعهد عليهم داخل المدرسة بعدم تكرار ذلك، اللجوء إلى القضاء في الحالات التي لا يلتزم بها الآباء بتطبيق قانون التعليم الإلزامي، ولم يرسلوا أبناءهم إلى المدرسة، لتلقي التعليم، تضافر جميع الجهود داخل المجتمع من أجل الحفاظ على الانتظام المدرسي للطلاب. \
