تعتبر الخوصصة من المواضيع الحديثة التي تجسد أحد آليات الإصلاح الاقتصادي التي تهدف إلى تحقيق التنمية الاقتصادية، كما تهدف هذه الآلية إلى نقل القطاع العام إلى القطاع الخاص وبالتالي تقليص دور المرفق العام، وقد نتجت الخوصصة بسبب قصور الدولة في تغطية النفقات، وهذا ما يشكل خطرا - بحسب بعض الباحثين - على الهدف الذي نشأ من أجله المرفق العمومي ألا وهو تحقيق المصلحة العمومية، مما قد يخلق نوع من عدم التوازن في النظام الاجتماعي للدولة، لذا سنحاول من خلال دراستنا إثبات أو نفي الفرضية القائلة بزوال فكرة المصلحة العامة في ظل سياسة الخوصصة بناء على الأهداف التي سطرها المشرع في قانون 01-04 المؤرخ في 20/8/2001 المتعلق بالخوصصة. la privatisation des sujets modernes qui incarnent un des mécanismes de réforme économique qui vise à parvenir à un développement économique, que ce mécanisme vise à transférer au secteur public au secteur privé et de réduire ainsi le rôle d'utilité publique et cela est dû à l'absence de l'Etat pour couvrir les frais, et qui est ce qui constitue une menace pour l'objectif Il se leva pour lui le service public, à savoir la réalisation de l'intérêt public, ce qui pourrait créer une sorte de déséquilibre dans le système social de l'État, donc nous allons essayer par le biais de notre étude pour prouver ou infirmer l'hypothèse selon laquelle la disparition de l'idée de l'intérêt public en vertu de la politique de privatisation sur la base des objectifs de cette ligne avait législateur dans la loi 01 -04 datée du 20/8/2001 relative à l’organisation, la gestion et la privatisation des entreprises publiques économiques Privatization is one of the modern topics that embodies one of the mechanisms of economic reform aimed at achieving economic development.
