يعد المعلم أحد عناصر العملية التعليمة المهمة وان الاهتمام به يعتبر من أولويات الاهتمام بالعملية التعليمية والتربوية وعليه يتوقف إلى حد كبير نجاح البرنامج التعليمي أو فشله، كما ويوصف بأنه أحد العوامل الرئيسية المؤثرة في حياة التلاميذ التعليمية، وتعديل سلوك الإفراد وفي طرق تفكيرهم واتجاهاتهم، لذا تطلب ان تكون عملية إعداد المعلـم متناسبة الى الدور الذي يضطلع به المعلم وطريقة إعداده لكي تكون طريقة إعداده متناسبة ومتوافقة والمتطلبات والتقنيات الحديثة في عملية التعليم. توصف المعاهد والكليات والدورات التربوية هي المؤسسات المسئولة عن إعداد المعلمين لممارسة مهنة التعليم، إن هذه الدراسة هي تقويم لبرامج إعداد المعلمـين في الدورات التربوية وتشخيص السلبيات والايجابيـات الـتي واجهت إعداد هذه الـدورات والكشف عن جوانب القوة والقصور في أساليب إعداد المعلم من خلال دراسة واقع المؤسسات القائمة على إعداده ونظم وبرامج الدراسة فيها ومدى توافر الإمكانيات الإدارية والفنية واهم المعوقات التي تواجهها. اشتملت عينة البحث على (٥٨٥) معلما ومعلمة منها (498) معلمة و(٨٧) معلـم موزعين على ثلاثة مراكز للدراسة منها (١٧٣) معلما ومعلمة في مركز قضاء النجف الاشرف بواقع (١٥٨) معلمة و(١٥) معلم في مركز قضاء النجف، وفي مركز قضاء المناذرة (١٨٦) معلما ومعلمة منها (١٦١) معلمة و(٢٥) معلم، وتوزع (٢٢٦) معلما ومعلمة في مركز قضاء الكوفة، منها (١٧٩) معلمة و(٤٧) معلم، حيث اشتملت عينة البحث على مجالين (المجال الإداري) والمجال (الفني) وكانت أبرز نتائج البحث في الجانب الاداري، حيـث جاءت فقرت (التوقيت الذي تم فيه عقد الدورة كان مناسبا لظروف الطلبة النفسية والشخصية) بالمرتبة الأولى من فقرات الاستبيان في المجال الإداري الـذي يحتوي على عشرة فقرات، وأبرز النتائج على الجوانب الفنية، جاءت فقرة (لم يشترك الطلبة خلال الـدروس اليومية في المناقشات الصفية) من بين (١٤) فقرة الذي اشتمل عليه الاستبيان.
