المستخلص: تعد إدارة المعرفة من أهم مدخلات التطوير حيث استطاعت إحداث نقلة نوعية في مستوى أداء مختلف المؤسسات والتي أصبحت بلا شك تمثل إحدى المدخلات الاستراتيجية والثروة الحقيقية وعصب نمو المنظمة الأكثر أهمية والأبلغ أثرا، ولهذا يذكر أن المعرفة أصبحت العامل الأقوى والأكثر تأثيراً وسيطرة في نجاح المنظمة أو فشلها، من هنا تتشكل أهمية البحث في التحديد العلمي (النظري والعملي) لبعض أبجديات واقع تطبيق عمليات إدارة المعرفة لمنتديات الشباب والرياضة في العراق لتكون عونا للكوادر الإدارية والتدريبية الرياضية العاملة فيها لكي يعملوا معا بفاعلية ويعكسوا إحدى الصور الإدارية الإيجابية ومساعدتهم ودفعهم نحو تحقيق أدوارهم، وذلك كمنطلق نحو تدعيم التصحيح وتصويب الخطأ لتكون بذلك أول دائرة رياضية في العراق يطبق عليها دراسة هذا المفهوم المتبنى في الدول المتقدمة. أما مشكلة البحث فإنها تنبع من الحاجة إلى التطرق النظري والتطبيقي لموضوع إدارة المعرفة، فبالرغم من أن الجانب النظري لهذه المواضيع يحمل في طياته أفكارا تبشيرية بالأطر التطبيقية لها، إلا أننا نلاحظ أنها لم تنل حظا كافيا من العناية والاهتمام لدى الباحثين في المجال الرياضي عموماً ومنتديات الشباب والرياضة بشكل خاص، فالدراسات في هكذا مواضيع ما تزال محدودة وقليلة أو نادرة، عليه تتركز مشكلة البحث في عدم وجود مقياس لعمليات إدارة المعرفة في منتديات الشباب والرياضة العراقية من وجهة نظر ملاكاتها الإدارية والتدريبية. ويهدف البحث إلى بناء مقياس لإدارة المعرفة في منتديات الشباب والرياضة العراقية من وجهة نظر ملاكاتها الإدارية والتدريبية، ولأجل تحقيق ذلك قام الباحثان بتصميم مقياس عمليات إدارة المعرفة، واستخدام الباحثان المنهج الوصفي التحليلي، واشتمل مجتمع البحث على الملاكات الإدارية والتدريبية الرياضية في مراكز المحافظات العراقية وبواقع (56) منتدي شباب ورياضة ضمت (220) فرداً، وقد عولجت البيانات إحصائيا بواسطة الوسط الحسابي، الانحراف المعياري، النسبة المئوية، اختبار (ت) لعينتين مستقلتين، معامل الارتباط البسيط لبيرسون، معامل ألفا كرونباخ، معادلة سيبرمان براون، معادلة جتمان. وقد توصل الباحثان إلى صلاحية مقياس إدارة المعرفة في قياس مستويات إدارة المعرفة في منتديات الشباب والرياضة العراقية، وأوصي الباحثان بإجراء عدد من الدراسات والبحوث منها (واقع تطبيق إدارة المعرفة في منتديات الشباب والرياضة العراقية من وجهة نظر الملاكات الإدارية والتدريبية الرياضية فيها).

The knowledge management is the most important input of the development which was able to make a quantum leap in the various levels of performance in institutions that has become undoubtedly represents one of the real strategic wealth and the backbone of the most important organization growth and The short input impact, but this is worth mentioning that knowledge has become a factor most powerful and influential and control in the organization's success or failure , from here the importance of research is formed in the scientific selection (theoretical and practical) for some ABCs of the application reality dimensions of organizational culture to be a help to the administrative and training sports staffs working in the of Youth and Sports Forums in Iraq to work together effectively and reflect a positive image about management, as well as improve and push them towards achieving their roles, and that as a springboard towards strengthening the correction and error correction to be the first sports institution in Iraq in which the present study of this concept is applied which is adopted in developed countries. The research problem stems from the need for addressing a theoretical and practical knowledge management, although the theoretical side of these issues carries missionary ideas in its applied frameworks, but we note that it has not received enough care and attention among researchers in the field of sports in general and the Forum of Youth and Sports in particular, studies on such topics are still limited and few or rare, so research problem concentrated on the absence of a scale for knowledge management processes in the Iraqi youth and Sports Forum from the standpoint of administrative and training staffs. The research aims to design a scale of knowledge management in the Youth and Sports of the Iraqi Forum from the standpoint of administrative and training staffs, but in order to achieve that, the researchers designed a knowledge management processes, the researchers used the descriptive analysis method, the research population included the management and training of sports staffs working in the Youth and Sports Forum in Iraqi provincial centers and by (56) Youth Forum and sport included 220 individuals, data were statistically treated by the arithmetic mean, standard deviation, percentage, t-test for two independent samples, simple Pearson correlation coefficient, alpha Cronbach's coefficient, equation Spearman Brown, Jtman equation. The researchers have come to the validity of knowledge management scale in measuring the levels of knowledge management in young Iraqi Sports Forum, and recommended the researchers to conducted a number of studies and research, including (reality application of knowledge management in the Youth and Sports of the Iraqi Forum from the standpoint of administrative and training staffs sports working in).
