المستخلص: This study aims to identify the motives and targets which lead to the expansion of terrorism concept, and consequently lead to the expansion of terrorism charges in the area to achieve political goals. This study deals with the nature of terrorism by distinguishing it from other concepts especially the People's Armed Resistance which aims to enable people to exercise their right to self-determination. The study also looks at the motives of terrorism and the bases of terrorist crime as well as the importance of narrowing the concept of terrorism since the expansion of the terrorism charges cast a shadow over the region and constitutes a pretext for imperialist countries to interfere in the internal affairs of countries in the region; the infringement of its resources and export of conflicts and wars to this area so that they cannot keep pace with progress in the world. The study gives a set of recommendations that include the need to develop a comprehensive and united definition of terrorist crime in the light of religious, ethical and legal specific criteria that apply to all countries in the world without discrimination; cooperation with the world countries in order to achieve the goals of the United Nations in maintaining the international peace and security, as well as the importance of narrowing the concept of terrorism rather than the tendency of the major powers to expand it to achieve their own interests which are usually contrary to the goals and aspirations of the countries in the region; to enable the oppressed peoples to exercise their right to self- determination and to choose their own political, social and economic regime fitting them
