المستخلص: هدفت الدراسة إلى معرفة معوقات تشغيل ذوي الإعاقة العقلية في المنطقة الشرقية بدولة الإمارات العربية المتحدة من وجهة نظر مسئولي المؤسسات الحكومية والخاصة ومدربي التأهيل المهني، ولتحقيق ذلك صممت استبانة اشتملت على 39 فقرة موزعة على سبعة مجالات، تم التحقق من صدقها وثباتها ثم وزعت على عينة عشوائية مكونة من 111 من مسئولي المؤسسات الحكومية والخاصة والمدربين المهنيين في مناطق الساحل الشرقي المتمثلة في إمارة الفجيرة ومدينتي خورفكان وكلباء. وقد توصلت الدراسة إلى أن مجال المعوقات الخاصة بأولياء الأمور احتل المرتبة الأولى بين قائمة معوقات تشغيل المعاقين عقلياً في المنطقة الشرقية، تلاه في المرتبة الثانية مجال بيئة العمل، ثم جاء مجال المعوقات الخاصة بزملاء العمل، ثم المعوقات الخاصة بالتأهيل والتدريب، بينما أتت المعوقات الخاصة بأصحاب العمل في المرتبة الأخيرة وبأدني متوسط حسابي. كما دلت النتائج على عدم وجود فروق في مستوى المعوقات تعزي إلى نوع المجال، حيث وقعت معظم المعوقات ضمن المستوى المتوسط (2.50 -3.49)، باستثناء المتوسط الخاص بمجال المعوقات المتعلقة بأولياء الأمور الذي تصدر قائمة المتوسطات بواقع 3.73، الأمر الذي يدل على أنه يشكل صعوبة بدرجة كبيرة. أيضا دلت النتائج على أنه لا توجد فروق ذات دلالة إحصائية عند مستوى (ألفا = 0.05) بين اتجاهات كل من (مديري المؤسسات الحكومية، مديري الشركات الخاصة ومدربي التأهيل المهني) في المنطقة الشرقية بدولة الإمارات نحو تدريب وتشغيل هذه الفئة.

The purpose of the present study is to investigate the obstacles that have prevent the employment of the mentally disabled people in the eastern region of the United Arab Emirates from the perspective of employers in charge at the private and governmental sectors and training instructors of the mentally disabled students. To achieve the study goals, a questionnaire was developed with (39) items subdivided into 7 domains. Reliability and validity of the questionnaire were insured. It was distributed among a random sample of 111 employers in charge of the private and governmental sectors and vocational training instructors of disabled students in the eastern region of the United Arab Emirates, namely Al Fujairah, and the two cities of Khorfakkan and Kalba. The study concludes that parental obstacles ranked first among the obstacles that prevent the employment of the mentally disabled people in the eastern region of the United Arab Emirates. Other obstacles are comprise the work environment, colleagues’ obstacles, rehabilitation and practice obstacles. Obstacles relating to employers were at the bottom of the list. The results also indicate that there were no differences in the level of obstacles that face the employment of the mentally disabled attributable to different types of the domain. Most obstacles in hiring mentally disabled personnel on the average range between 2.50-3.49. An exception to these figures was the average value related to obstacles represented by parents which topped the list of averages with a value of 3.73. This indicates that this type of obstacles constitutes a challenge to the employment of the mentally disabled. The study also indicates that there were no significant statistical differences at the level (a=0.05) between the views of employers of public and private sectors and professional development trainers pertaining to the employment of this group in social institutions in the eastern region of the United Arab Emirates.
