المستخلص: تمثل المؤسسات الثقافية القاعدة الأساسية التي تقوم عليه حضارة بلد ما، وتمثل المكتبة العامة مؤسسة ذات نظام ثقافي، تعليمي، علمي، وتربوي، تلبى حاجات القراء، وسائر أفراد المجتمع، فالمكتبة العامة تمثل نقطة التقاء القارئ مع العالم، إذ من خلالها يتطلع على ثقافات، وحضارات مختلفة، وينظر عبرها على مستقبله في جميع الميادين، فهي الأستاذ الدائم والمدرسة المستمرة في حياة الفرد والمجتمع.
تعد جودة الأداء أحد أهم الوسائل لتحسين معايير جودة الخدمات في مجال المكتبات العامة، وللارتقاء بمستوى المؤسسات الثقافية، في عصر يطلق عليه العديد من المفكرين على أنه " عصر الجودة " والتي أصبحت ضرورة ملحة تمليها معالم عصر الرقمنة والتكنولوجيات الحديثة، ومنه الاعتماد على معايير واضحة، تساعد على تطبيق جودة أفضل، وإعطاء نتائج تطبيقية أحسن، لتساعد على الرقي بالمكتبات العامة العربية، فالهدف الرئيسي من الدراسة هو: التعرف على المعوقات التي تحول دون تطبيق جودة الأداء، في المكتبات العامة الجزائرية، وإيجاد الحلول المناسبة للنهوض بها وفقا للمعايير محددة.
تسعى دراستنا هذه لدراسة ميدانية للمكتبة المركزية للبدلية-ولاية باتنة-شرق الجزائر في ضوء معايير جودة الأداء للمكتبات العامة، ومحاولة إعطاء رؤى مستقبلية للحصول على أفضل النتائج، وتطرح إشكالية الدراسة: كيفية الوصول لحلول مستقبلية في مجال جودة المكتبات العامة الجزائرية، من خلال تطبيق معايير جودة الأداء، رغم النقائص الواقعية في العملية التعليمية؟
ومن أهم نتائج الدراسة: تواجد لصعوبات حقيقية في مجال تطبيق معايير جودة الأداء بالمكتبات العامة ولاية باتنة، لكن تبقى الصعوبات نسبية من حيث حدتها، خاصة أن الجزائر تضم عددا معتبرا من الخبراء في التجهيزات، البرمجيات، وكذلك في علم المكتبات والمعلومات الذين بإمكانهم المساهمة ولو نسبيا، لكن يبقى عنصر الجودة عنصر ضعيف التطبيق وكذا من ناحية الأهمية.

Cultural institutions represent the fundamental basis of a country’s civilization. The Public Library represents an institution with a cultural, academic, scientific and educational system that meets the needs of readers and other members of the society. The public library represents the point of convergence of the reader with the world, through which he views the different cultures and civilizations, and looks at his futures in all fields. It is the permanent professor and the continuous school in the life of the individual and society.
The quality of performance is one of the most important means to improve the standards of service quality in the field of public libraries and to upgrade the level of cultural institutions in an era that many thinkers call "the era of quality", which has become an urgent necessity determined by the age of digitization and modern technologies, including the adoption of clear criteria, which help to apply better quality, and giving better application results, to help improve the Arab public libraries. The main objective of the study is to identify the obstacles that impede the implementation of the quality of performance in the Algerian public libraries and to find the appropriate solutions to promote them in accordance with the established standards.
This is a field study of the central library of the province of Batna, eastern Algeria, in light of the criteria of performance quality standards of public libraries, and to try to give future insights to get the best results. The problem of this study is: how to reach future solutions in the quality of Algerian public libraries, through the application of the criteria of performance quality, despite the real shortcomings in the educational process?
The most important results of the study: the presence of real difficulties in the implementation of the criteria of quality performance in public libraries in Batna province, but the difficulties remain relative in terms of severity, especially that Algeria includes a considerable number of experts in equipment, software, as well as in library science and information, who can contribute even relatively, but the quality component remains a weak component of application and importance.
