المستخلص: استهدفت الدراسة تعرف التوجهات العالمية المعاصرة للتنمية المهنية للمعلمين أثناء الخدمة كما وردت في الأدبيات التربوية المعاصرة من جانب وما هو سائد في هذا الشأن من خبرات بعض الدول المتقدمة في هذا الصدد من جانب أخر، وبالتالي تقدم هذه الدراسة نماذج متعددة وممارسات متباينة لاتجاهات ونظم وفلسفات عالمية مختلفة، وتقديم نموذجًا نظريًا وفكريًا لمفهوم ومضمون للتنمية المعنية للمعلمين أثناء الخدمة وإبعاده من خلال عرض وتحليل لتلك التوجهات المعاصرة والممارسات العالمية السائدة في هذا الشأن، وتوضيح أوجه للإفادة وآلياتها لتفعيل برامج التنمية المهنية المستهدفة للمعلمين أثناء الخدمة بصفة عامة، ودولة الكويت على وجه الخصوص بما تقدمه من رؤى وتوجهات مستحدثة ومعاصرة للمعنين بأمر التربية والتعليم بدولة الكويت، ولتحقيق أهداف الدراسة تم استخدام المنهج الوصفي التحليلي للأدبيات التربوية والتوجهات العالمية المعاصرة للتنمية وخبرات بعض الدول المتقدمة في هذا الصدد، وتوصلت الدراسة إلى أن مفهوم التنمية المهنية يتسم بالشمول والاتساع والاستمرارية، ويرتبط بكل ما هو مستحدث من مصطلحات ومضامين في الفكر التربوي مثل (التربية المستدامة، التعليم مدى الحياة) كما توصلت إلى أن التنمية المهنية في مجال التربية والتعليم في سياقها المعاصر لا تقتصر على تحسين أداء المعلم فحسب، وتنميته مهنيًا ومعرفيًا وسلوكيًا، بل يشمل أيضًا باقي أعضاء المنظومة التعليمية من قيادات وإداريين وعاملين مسؤولين عن المساهمة بشكل أو بأخر في رفع كفاءة وتسيير العملية التعليمية سواء على مستوى المدرسة أو خارجها في الوظائف الإشرافية التربوية والإدارية، وضرورة مواكبة تلك الرؤي والتوجهات في التفكير التربوي المعاصر في مجال التنمية المهنية للمعلمين أثناء الخدمة لتساعد في تحسين مردود العملية التعليمية بأقصى كفاءة ممكنة في النظام التعليمي بدولة الكويت، وتوصلت الدراسة كذلك إلى أن هناك ثمة آليات تجعل من للإفادة من كل ما سبق عرضه من مضامين فكرية تنظيرية ومن ممارسات واقعية فعلية واقعًا ملموسًا في النظم والسياسات التعليمية السائدة في الكويت.

The study aimed to identify contemporary international trends for the professional development of teachers during service, as reflected in modern educational literature on the one hand and the experiences of some developed countries in this regard on the other. Therefore, this study presents multiple models and different practices of different global trends, systems, and philosophies. It provides a theoretical and intellectual model of the concept and content of the concerned development of teachers in service and its exclusion through a presentation and analysis of these contemporary trends and global practices that are well known in this regard. It also talks about the benefits and mechanisms for activating professional development programs for teachers in service in general, and the State of Kuwait in particular, by providing new and contemporary visions and orientations to those concerned with education in the State of Kuwait. To achieve the objectives of the study, the descriptive analytical approach was used for educational literature, contemporary international trends in development, and the experiences of some developed countries in this regard. The study found that the concept of professional development is comprehensive, broad, and continuous, and is linked to all the new terms and contents of educational thought such as (sustainable education, lifelong education). It also concluded that professional development in the field of education in its contemporary context is not limited to improving the performance of the teacher and developing him in his profession, knowledge, and behaviour, but also includes other members of the educational system, including leaders, administrators, and personnel responsible for contributing in one way or another to raise the efficiency and conduct of the educational process both at the school level and outside the school in the educational and administrative supervisory works. The need to keep up with these visions and trends in contemporary educational thinking in the field of professional development of teachers during the service so as to help improve the productivity of the educational process as efficiently as possible in the educational system in Kuwait. The study also found that there are mechanisms in place to make use of all the theoretical content and actual real-life practices a reality in the educational systems and policies prevailing in Kuwait.
