المستخلص: The research aims to build a scale of decision-making capacity for administrative leaders in sports federations. The researchers used the descriptive approach using the surveying method due to its suitability with the research's nature. A random sample was selected from the presidents and members of the boards of certain sports federations and the heads and members of the boards of directors of certain areas that fall under these federations' jurisdiction. The sample volume reached 208 administrative leaders. The researchers followed the scientific steps in building the scale.
Through the final results, the study was able to build the scale of decision-making ability for the administrative leaders of the sports federations. The scale consisted of (48) phrases representing (6) axes. The axes are (the objective of the decision - obtaining sufficient information - knowledge of all possible solutions "alternatives" - evaluating alternatives - knowing the optimal alternative - implementing the decision). (8) phrases represent each axis. The scientific coefficients of the scale were calculated (validity - reliability). The "validity" was calculated by validating the arbitrators and the sincerity of the internal consistency. There was consistency between each phrase and the total degree of the axis to which the phrase belongs. The study also found the consistency between each axis's degree and the total degree of the scale, indicating that the scale measures what it was designed for. The stability coefficient was calculated by reapplying the test and the Alpha Cronbach coefficient. The axes and phrases have obtained a high degree of reliability and stability, which indicates that the proposed scale can be used as a standard scale to identify the administrative leader's ability to make decisions according to the scientific steps of decision-making represented by the axes of the scale.

يهدف البحث إلى بناء مقياس القدرة على اتخاذ القرار للقادة الإداريين بالاتحادات الرياضية استخدم الباحثان المنهج الوصفي باستخدام الأسلوب المسحي، نظرا لملائمته لطبيعة البحث، تم اختيار عينة عشوائية من رؤساء وأعضاء مجالس إدارات بعض الاتحادات الرياضية ورؤساء وأعضاء مجالس إدارات بعض المناطق التابعة لهذه الاتحادات وبلغ حجم العينة 208 قائدة إداري، وقد اتبع الباحثان الخطوات العلمية في بناء المقياس، ومن خلال النتائج النهائية تم التوصل إلى بناء مقياس القدرة على اتخذا القرار للقادة الإداريين بالاتحادات الرياضية والذي يتكون من (48) عبارة تمثل (6) محاور هي (الهدف من القرار- الحصول على المعلومات الكافية – معرفة كل الحلول المحتملة "البدائل" – تقييم البدائل – معرفة البديل الأمثل – تنفيذ القرار) كل محور يمثله (8) عبارات. تم حساب المعاملات العلمية للمقياس (الصدق - الثبات) حيث تم حساب الصدق عن طريق صدق المحكمين وصدق الاتساق الداخلي حيث وجد اتساقا بين كل عبارة والدرجة الكلية للمحور الذي تنتمي إليه العبارة كما وجد اتساقا بين درجة كل محور والدرجة الكلية للمقياس مما يدل على أن المقياس يقيس ما وضع من أجله. أما معامل الثبات فقد تم حسابه عن طريق إعادة تطبيق الاختبار ومعامل ألفا كرونباخ وقد حصلت المحاور والعبارات على درجة عالية من الثبات والاستقرار، مما يدل على أنه يمكن الاعتماد على المقياس المقترح كمقياس مقنن للتعرف به على قدرة القائد الإداري على اتخاذ القرار وفق الخطوات العلمية لاتخاذ القرار والتي تمثلها محاور المقياس.
