يجمع قادة الفكر التربوي والمشتغلون بقضايا الفكر عامة على حقيقة ما ترتب على مجتمع المعرفة من متغيرات والتي تركت أثاراً بالغة في منظومة التعليم، ولعل من أبرز هذه المتغيرات التقدم السريع والمتلاحق لتكنولوجيا المعلومات والاتصالات، التي أدت إلى تضاعف المعرفة الإنسانية وتراكمها بسرعة كبيرة، وأضحى التقدم في المعرفة الحلقة الحاسمة لتحقيق التقدم الاقتصادي، وكان من نتيجة ذلك كله أن تحول الاقتصاد العالمي إلى اقتصاد يعتمد على المعرفة العلمية أو ما يسمى بالاقتصاد المبني على المعرفة، وأصبحت المعرفة قوة اقتصادية ودافعاً ومحركاً للتقدم في مجتمع المعرفة. وتعد عملية صنع القرارات الإدارية واتخاذها في العصر الحاضر من أهم المقومات الأساسية للإدارة الناجحة، بعدها محور العملية الإدارية، وأهم عناصرها، وهي مهمة ملازمة لعمل القيادات الإدارية في مختلف المستويات التنظيمية، وعليه يصح القول الذي يؤكد على مقدار النجاح الذي تحققه أي منظمة، يتوقف إلى حد كبير على فاعلية وكفاءة القرارات الإدارية التي تتخذها، ومدى ملاءمتها للهدف المحدد وعلى مختلف المستويات. وفي ضوء ما تقدم، تتحدد مشكلة البحث في التساؤل الرئيس التالي: ما متطلبات صناعة القرار بالمؤسسات التعليمية في ضوء تحولات مجتمع المعرفة؟ ويتفرع من هذا التساؤل تساؤلات فرعية وهي: 1.ما الإطار النظري والمفاهيمي لمجتمع المعرفة؟ 2.ما أهداف ومبادئ مجتمع المعرفة؟ 3.ما أهم أسس ومبادئ صنع القرار بالمؤسسات التعليمية؟ 4.ما أهم المشكلات التي تواجه صنع القرار بالمؤسسات التعليمية؟ 5.ما واقع صنع القرار بالمؤسسات التعليمية في ظل تحولات مجتمع المعرفة؟ 6.ما التصور المقترح لتطوير صناعة القرار بالمؤسسات التعليمية ضوء تحولات مجتمع المعرفة؟ منهج البحث: تعتمد الدراسة على المنهج الوصفي والذي يحلل الواقع ويفسره تفسيرًا علميًا منطقيًا ويتناول مشكلته بشكل محدد ويصورها كميًا عن طريق جمع المعلومات والبيانات الدقيقة المتقنة عن الظاهرة وتصنيفها وتحليلها وإخضاعها للدراسة الدقيقة. حدود البحث: الحدود الموضوعية: تتمثل في أسس صنع القرار بالمؤسسات التعليمية في ضوء تحولات مجتمع المعرفة. الحدود المكانية: مراكز صنع القرار في المؤسسات التعليمية في مصر. الحدود الزمنية: تتمثل في زمن إجراء البحث 2014-2015. وتوصل البحث إلى بناء تصور مقترح يهدف إلى •تدريب صناع القرارات بالمؤسسات التعليمية على أهم أساليب صناعة القرارات. •زيادة إنتاجية القرارات بالمؤسسات التعليمية. •الحصول على قرارات صحيحة تحاكي مجتمع المعرفة. ويتكون التصور المقترح من ثلاث محاور على النحو التالي: أولاً: اعتبارات يجب مراعاتها عند صنع القرار بالمؤسسات التعليمية في ضوء تحولات مجتمع المعرفة. ثانيًا: إرشادات لصنع القرار بالمؤسسات التعليمية. ثالثًا: الخطوات المنطقية لصناعة القرار، والتي يجب على صانعي القرار أن يتبعوها لأجل الوصول إلى قرار رشيد في ظل تحولات مجتمع المعرفة.
Educational thought leaders and those who are interested in thought issues gree with the fact of the consequences of the Knowledge Society a variable which affects the educational system, the rapid progress of formation technology and communication is considered from the most prominent variables which lead to increase the knowledge of humanity and accumulated it very quickly, knowledge progress became the critical link to achieve economic progress , so the international economic turned into acknowledge based economy or so_ called economy based on knowledge as a consequence of the knowledge progress. knowledge has become an economic power and motivation for progress in the knowledge society administrative decision _ making in the present era is considered one the most essential ingress diets for successful management and it is the basis of the administrative process and one of its important elements and it is considered also an inherent task to administrative leader's work in the various organizational levels , so it is true that the success of any organization depends on the effectiveness and efficiency of its administrative decision and to be suitable to the specific target at various levels, in the light of the above mentioned in the following major questions what requirements of making decision in educational institutions in light of transformations of knowledge society ? The following sub questions branched from the major question 1. What is the conceptual and the theoretical frame work for the knowledge society? 2. What are the objectives and the methods of the knowledge society? 3. What the the principles of making decision in the educational institutions? 4. What the most problems which face making decision in the educational institutions? 5. What is the reality of making decision in educational institutions in the light of transformations of knowledge society? 6. What is the suggested framework of developing making decision in educational institutions in light of transformations of knowledge society? Methodology of the Research:- The study based on the descriptive approach which analyzes the reality and Explain it in scientific and logic way, moreover, it deals with the specific problem and portray it in aquantitive way by gathering information and classify, analyze and study it accurately. Limit s of the Research:- Objective limits: principles of making decision in educational institutions in the light of transformations of knowledge society. Spatial limits: centers of making decision in educational institutions in Egypt. Time limits: the duration of making study from 2014 to 2015. The research reached to make a proposed perception aims to: 1. Training of educational educational decision makers on the most important methods of decision making. 2. Increasing the productivity of educational decisions. 3. Obtaining correct decisions emulate the knowledge society. 4. The proposed perception consists of three axes as the following Firstly: considerations must be taken into account when making educational decisions in the light of administrative changes in the knowledge society. Secondly: guidance for making educational decisions. Thirdly: logical step for decision making which must be followed by decision makers in order to reach wise decisions in the light of administrative changes in the knowledge society.
