إن هذا البحث هو بحث استكشافي يحاول الباحث من خلاله التعرف على الواقع العملي لعملية صنع القرار الإداري في المصارف الليبية من خلال جمع المعلومات وتحليلها للوقوف على كفاءة الأساليب المتبعة. هذا وقد اشتمل البحث على جانبين هما الجانب النظري والذي يعني باستقراء الأدب الإداري والرجوع إلى المراجع ذات العلاقة؛ أما الجانب الآخر فهو الجانب الميداني الذي أتبع فيه أسلوب المسح الشامل لجمع البيانات الأولية باستخدام صحيفة الاستبيان كأداة رئيسية وضعت لأفراد العينة من مدراء ومسؤولين في الإدارات الوسطى والدنيا للمصارف التجارية العاملة بمدينة المرج. ونظراً لطبيعة هذا البحث فقد استخدمت النسبة المئوية كأسلوب إحصائي وصفي في تحليل البيانات.لقد توصل الباحث من خلال هذا البحث إلى مجموعة من النتائج حددت في مجملها القصور البين الذي تعاني منه المصارف التجارية الليبية، ويحد من مهام معظم المدراء ويظهر عجزهم على إيجاد توازن بين مسؤولياتهم ونشاطهم الوظيفي وهو ما انعكس سلبا على صناعة القرار وفق المقررات والأصول العلمية للإدارة. هذا ومن مادة هذه النتائج أوصى البحث ببعض النقاط التي تسهم في تذليل هذه الصعاب وترشد مجتمع البحث إلى الكيفية والأساليب العلمية التي تمكنهم من التعامل مع تلك المشاكل والصعاب وإيجاد الحلول المناسبة لها، كما تسهم في تطوير قدراتهم ومهاراتهم الإدارية في مجال صناعة القرار.
This research is the Exploratory research from which the researcher is trying to identify the practice of administrative decision-making process in the Libyan banks through the collection and analysis of information to determine the efficiency of the methods used. This has included research on two aspects side theory, which means extrapolating administrative literature and refer to the relevant references; the other side is the field side, which followed a comprehensive survey for the collection of raw data using a newspaper questionnaire as a key tool developed for members of the sample of managers and administrators in the middle and lower departments style Commercial banks operating in the meadow. Due to the nature of this research percentage statistical method and it has been used in a descriptive analysis of the data. We have reached a researcher through this research to the set of results identified in its entirety palaces Albin suffered by the Libyan commercial banks, and limits most managers tasks and shows their inability to find a balance between their responsibilities and functional activity which is reflected negatively on the decision-making process in accordance with the decisions of scientific and asset management. This is material these results recommended Find some points that contribute to overcome these difficulties and to guide the research community to how scientific methods that enable them to deal with those problems and difficulties and to find appropriate solutions, and contribute to the development abilities and management skills in decision-making.
