إن الحديث عن تفشي الأزمات وتفاقمها في عصرنا الحاضر لا يخص مجتمعاً بعينه، أو دولة بذاتها؛ بل الجميع غارق فيها، وعلى كافة الأصعدة إن على المستوى الاجتماعي أو الاقتصادي أو السياسي أو العسكري... حتى صار يطلق على هذا العصر: "عصر الأزمات". ومن جهة أخرى فإن الله أكرم الإنسانية جمعاء بكتاب لا تفنى عجائبه نظراً لما احتواه من أنواع مختلفة من العلوم والمعارف فمنها التي أدركها البشر، ومنها التي في الآفاق، ومنها العلوم المدركة حالياً كعلم "إدارة الأزمات" إذ أصبح مفهومه واسع الانتشار في المجتمع المعاصر، وصارت الشعوب المتقدمة تتغنى به، وتعتبره من أهم أسباب نهوضها وتقدمها، رغم أن في القرآن عبارات وإشارات واضحة لأسس هذا العلم ومبادئه (وَنَزَّلْنَا عَلَيْكَ الْكِتَابَ تِبْيَانًا لِكُلِّ شَيْءٍ وَهُدًى وَرَحْمَةً وَبُشْرَى لِلْمُسْلِمِينَ) [النحل:89]، لكنها تنتظر من الباحثين في مجال القرآن الكريم أن يستنطقوا الآيات، ويتفاعلوا معها حتى يبرزوا حقيقة هذا العلم "إدارة الأزمات" من المصدر القرآني بحلول يقينية، وطرق علاج ربانية لكثير من الأزمات التي يغرق فيها المجتمع الكبير والصغير. من هذا المنطلق فإن هذا البحث جاء لتوضيح بعض المفاهيم الأساسية المتعلقة بالموضوع، ثم تسليط الضوء على تبيان أدوار العلاقات العامة في إدارتها لمختلف الأزمات سواء كان ذلك قبل مرحلة ظهورها، أو أثناءها، أو بعدها؛ وهذا نظراً لأهميتها وفعاليتها وخاصة وأن الموضوع يبحث فيه من جانب التفسير الموضوعي للقرآن الكريم.
