المستخلص: إن التطبيق السليم للحوكمة البلدية يستوجب تكريس العديد من المبادئ الهامة و المرتبطة إرتباطا وثيقا بممارسة الحقوق و الحريات العامة و ممارسة المواطنة، و لعل أهم تلك المبادئ مبدأ المشاركة بإعتباره المنبر الذي يساهم من خلاله المواطن في رسم السياسة العامة و صنع القرار سواء كان ذلك بطريقة مباشرة أو غير مباشرة .
و إيمانا من المشرع الجزائري بمدى أهمية هذا المبدأ عمل على صياغة العديد من الأليات القانونية لتفعيله لا سيما على مستوى المجلس الشعبي البلدي ، إعتبارا من أن المجلس الشعبي البلدي يمثل الخلية الأساسية للدولة . فهل حققت هاته الاليات تكريس فعلي لمبدأ المشاركة ؟

La bonne application de la gouvernance de la municipalité exige la consécration des nombreux principes importants et étroitement liés à l'exercice des droits et des libertés publiques et à l'exercice de la citoyenneté. On peut dire que le plus important de ces principes est le principe de la participation en tant que plate-forme à travers lequel le citoyen contribue dans la politique et la prise de décision, que ce soit de manière directe ou indirecte. Persuadé de l'importance de principe de la participation, le législateur algérien a créé un arsenal des mécanismes juridiques pour l'activer, particulièrement au niveau de l'assemblée populaire municipale, qui représente la cellule de base/le noyau de l'Etat. Mais Est-ce ces mécanismes ont atteint une consécration TEMPeffective du principe de la participation ?

The proper application of municipal governance requires the establishment of many important principles that are closely related to the exercise of rights and public freedoms and the exercise of citizenship. Perhaps the most important of these principles is the principle of participation as the platform through which the citizen contributes to the formulation of public policy and decision-making directly or indirectly. Due to the belief of the Algerian legislator in the importance of this principle, he worked on the formulation of many legal mechanisms to activate it, especially at the level of the People's Municipal Assembly, since the People's Municipal Assembly represents the main cell of the state. Did these mechanisms achieve actual dedication to the principle of participation?
