المستخلص: According to the author, social rights are, according to international law, an integral part of human rights. However, these rights benefit less protection than civil and political rights, as is clear from the 1966 International Covenant on Civil and Political Rights. In the author's opinion, the deflection of the capitalist system has reduced the protection required for social rights, resulting in the harm of people in vulnerable situations. States have also accepted, From the logic of economic globalization is the privatization of public services, which has adversely affected the interests of individuals, prompting us to say that social rights and democracy are at stake. It should be pointed out, in the opinion of the author, that economic globalization does not negate the responsibility of States to protect human rights, including social rights, whether at the national level or the level of international organizations, thus remaining the guarantors of respect for social rights as well as democratic principles ( al-Majallah).

يرى الكاتب، أن الحقوق الاجتماعية، وبحسب القانون الدولي، تشكل جزءا لا يتجزأ من حقوق الإنسان. ولكن تستفيد هذه الحقوق من حماية أقل من الحماية المقررة للحقوق المدنية والسياسية كما هو واضح من العهد الدولي الخاص بالحقوق المدنية والسياسية لعام 1966. لقد سبب انحراف النظام الرأسمالي، برأي الكاتب، في تخفيف الحماية المطلوبة للحقوق الاجتماعية، مما أدى إلى تضرر الأشخاص أصحاب الأوضاع الهشة. وتقبلت الدول أيضاً، ومن منطق العولمة الاقتصادية، خصخصة الخدمات العامة مما أثر سلبا على مصالح الأفراد، مما يدفعنا للقول بأن الحقوق الاجتماعية والديمقراطية في خطر. ويجب أن نشير، برأي الكاتب، إلى أن العولمة الاقتصادية لا تلغي مسؤولية الدول التي عليها حماية حقوق الإنسان ومن بينها الحقوق الاجتماعية سواء على المستوى الوطني أو على مستوى المنظمات الدولية، وبذلك تبقى الدول ضامنة لاحترام الحقوق الاجتماعية وكذلك المبادئ الديمقراطية (المجلة).

Selon le droit international, les droits sociaux font pleinement partie des droits de l'homme. Toutefois, les droits sociaux sont moins protégés des droits civils et politiques, comme il est témoigné par les différences existant dans les deux Pactes des Nations unies de 1966. Dans les dernières années, les dérives néolibérales du système capitaliste ont produit une baisse du respect des droits sociaux, en pénalisant les personnes plus vulnérables au profit d'une petite élite qui contrôle les marchés. Dans ce contexte de globalisation économique, les États ont souvent cédé à la tentation de privatiser les services publics essentiels en aggravant cette situation, contre l’intérêt des citoyens. Dans cette situation, les droits sociaux et la démocratie sont en danger. Pourtant, cette conception de la globalisation n'élimine pas la responsabilité des États, qui devraient toujours assurer la protection de tous les droits de l'homme (y compris les droits sociaux), au niveau national et au sein des Organisations internationales. Ainsi, seuls les États pourraient être les garants d'un véritable respect des droits sociaux, donc des principes démocratiques.
