المستخلص: بالرغم من أن بداية الاهتمام بدراسة تكنولوجيا المعلومات وأثرها على المنظمات الإدارية ترجع إلى عقد الثمانينيات من القرن العشرين، إلا أن الجدل حول أثر القدرات التنظيمية على العلاقة بين تكنولوجيا المعلومات والأداء المؤسسي لا يزال قائماً، حيث يرى البعض أن تكنولوجيا المعلومات في حد ذاتها متغير محايد لا يؤثر في الأداء، وأن القدرات التنظيمية هي التي تحدد مدى قدرة المنظمة على الاستفادة من تكنولوجيا المعلومات في تحسين الأداء المؤسسي، ويؤكد آخرون وجود علاقة مباشرة بين تكنولوجيا المعلومات والأداء المؤسسي.
وفي هذا السياق، تأتي هذه الدراسة التي تهدف إلى اختبار أثر القدرات التنظيمية على العلاقة بين تكنولوجيا المعلومات والأداء المؤسسي للأجهزة الحكومية، من خلال الدراسة الميدانية التي أجريت على عينة تضم 380 من العاملين في الأجهزة الحكومية الكويتية.
ولقد توصلت الدراسة إلى عدد من النتائج الأساسية، من أهمها:
1. توجد علاقة ارتباط ايجابية ذات دلالة معنوي وبدرجة ثقة 99% بين القدرات التنظيمية وقدرة الأجهزة الحكومية على الاستفادة من تكنولوجيا المعلومات، ويمكن التعبير عن هذه العلاقة من خلال المعادلة التالية:
F(x) = 1.939 + 0.266 MC + 0.234 HC + 0.185 TC + 0.141 FC
حيث:
القدرات الإدارية MC
القدرات البشرية HC
القدرات الفنية TC
القدرات المالية FC
قدرة الأجهزة الحكومية على الاستفادة من تكنولوجيا المعلومات F (x)
2. توجد علاقة ارتباط إيجابية ذات دلالة معنوية وبدرجة ثقة 99% بين تكنولوجيا المعلومات والأداء المؤسسي للأجهزة الحكومية.
3. تسهم تكنولوجيا المعلومات في تطوير أساليب وأدوات جديدة لحيازة ونشر وتبادل المعرفة وزيادة فعالية الاتصالات، وميكنة عدد من أنشطة العمل، وتحسين جودة الخدمات وخفض تكلفة ووقت انجاز المعاملات، ومن ثم تحسين الأداء المؤسسي للأجهزة الحكومية وزيادة رضا العملاء والمستفيدين من خدماتها.

Although the beginning of the interest to study information technology and its impact on management organizations dates back to the 1980s, controversy over the impact of organizational capabilities on the relationship between information technology and institutional performance persists. That is because for some, information technology itself represents a neutral variable that does not affect performance, whilst it is the organizational capabilities which determine the extent to which an organization can leverage information technology to improve organizational performance. That is whilst others assert that there is a direct relationship between information technology and institutional performance.
The study is being conducted within this context, seeking to test the impact of organizational capabilities upon the relationship between information technology and the institutional performance of governmental departments, through a field study conducted on a sample of 380 employees in Kuwaiti government agencies.
The study reached numerous conclusions, the most significant of which were:

1. There is a positive correlation, of significant indication and a confidence rate of 99%, between the organizational capabilities and the ability of governmental departments to benefit from information technology. This relationship can be expressed through the following formula:

F (x) = 1,939+ 0,266 MC+ 0,234 HC+ 0,185 TC+ 0,141 FC

That is where:
MC = Management capabilities.
HC = Human capabilities.
TC = Technical capabilities.
FC = Financial capabilities.
F (x) = The capability of the governmental departments to benefit from information technology.

2. There is a positive correlation, of significant indication and a confidence rate of 99%, between information technology and the institutional performance of governmental departments.

3. Information technology contributes to the development of new methods and tools for acquiring, disseminating and exchanging knowledge, increasing the effectiveness of communications, automating a number of business activities, improving the quality of services and reducing the cost and time of transactions, thus improving the institutional performance of governmental departments and increasing customer satisfaction and those who benefit from its services.
