This research paper aims primarily to identify the situations of the labor market in Libya, through the analysis of the characteristics of the same during the period from 1964 to 2012. The research, on the other hand, aimed high to know the most significant labor market distortions encountering the same, through the study of the evolution of the labor market variables and the examination of the most significant factors affecting the equilibriums of both supply and demand in the Libyan labor market. The research has reached a number of research findings including the following: There are many distortions in the equilibriums of both supply and demand in the Libyan labor market, which may largely be attributed to demographic, economic, social and political factors. This in addition to lack of coherent economic, population and educational policies, as well as effective employment policies, set up particularly, to remove such distortions and mitigate its severity in the Libyan labor market. In consequence, the occurrence of such distortions and imbalances has caused the problem of open high rates unemployment, besides, the existence of other types of unemployment, such as disguised unemployment and educated unemployment, which in turn render the same as one of the most significant economic and social problems in Libyan.
تهدف هذه الورقة إلى التعرف على أوضاع سوق العمل في ليبيا من خلال تحليل خصائص سوق العمل خلال الفترة (1964-2012)، والتعرف على أهم الاختلالات التي يعاني منها؛ من خلال دراسة تطور متغيرات سوق العمل، وأهم العوامل المؤثرة في جانبي العرض والطلب على العمل في ليبيا، وتوصلت الورقة إلى أن هناك العديد من التشوهات في جانب العرض والطلب على العمل؛ بسبب العديد من العوامل الديمغرافية والاقتصادية والاجتماعية والسياسية، فضلا عن عدم وجود سياسات اقتصادية، وسكانية وتعليمية، وكذلك سياسات تشغيل واستخدام واضحة، تعمل على تصحيح هذه الاختلالات والتقليل من حدتها في سوق العمل الليبي، وقد نتج عن هذه التشوهات والاختلالات ظهور مشكلة البطالة الصريحة وارتفاع معدلاتها، فضلا عن ظهور أنواع أخري من البطالة كالبطالة المقنعة، وبطالة المتعلمين في ليبيا، ما جعل منها أحد أهم المشاكل الاقتصادية والاجتماعية في ليبيا.
