This paper is intended to address the intricate question lately raised about the dual role of Khartoum as a capital of state (wilaya) and a national capital (Seat of Government) of the Sudan, particularly after the application of federal system of government brought about by the Comprehensive Peace Agreement (CPA) 2005 and the Interim National Constitution of the Sudan 2005 (INCS). In addition to this dual function, Khartoum also confronts socio-economic and political problems that posed real challenges to situation of both the national capital and the state. The paper at hand explores these challenges and provides ways and means to address the question. |
