أولت معظم الجامعات في السنوات الأخير اهتماماً واسعاً بالجودة بغية التحسين المستمر في المنهج التعليمي ومخرجات العملية التعليمية ومن بينها الجامعات العربية سواء من خلال إنشاء لجان ضمان الجودة أو التعاون مع جامعات عالمية منها الجامعات الأوروبية من خلال ي عدة مشاريع منها مشروع altair، لذا نهدف من خلال هذه البحث إلى دراسة واقع ضمان الجودة في كل من الجامعات العربية والاوروبية وإيضاح الفرق بينهما وكيفية استفادة الجامعات العربية من الجامعات الاوروبية في ما يخص تطبيق ضمان الجودة محاولين بذلك معرفة أهم انعكاسات التعاون الأورو-عربي على ضمان الجودة في قطاع التعليم العالي مع افتراض أن التعاون الاورو-العربي من خلال مشروع altair الذي جسد هذا التعاون على أرض الواقع كان لها وقع ايجابي على الجامعات العربية الشريكة. معتمدين في دراستنا على المنهج الوصفي التحليلي كركيزة أساسية في هذا البحث من خلال سرد مختلف العناصر المتعلقة بمصطلح ضمان الجودة وتحليل مختلف الإحصائيات التي تضمنتها هذه الدراسة. ولعل من أهم النتائج التي تم التوصل اليها من خلال هذه الدراسة أن ضمان الجودة في قطاع التعليم العالي أصبحت ضرورية ومطلبا ملحا في الجامعات العربية ورغم الجهود التي تبذلها هذه الأخيرة لتحقيق هذا المطلب وعلى رأسها قمة شراكات مع جامعات أخرى والاستفادة من خبرات إلا أن هذا لا يعكس عدم وجود عدة نقائص وسلبيات في جودة التعلم العالي العربي مما يستدعي بذل المزيد من الجهود.
Most universities in recent years has given extensive attention to quality with a view to continuous improvement in the educational curriculum and the outputs of the educational process, including the arab universities, either through the establishment of committees quality assurance or cooperation with international universities of European universities through the several projects , including a project - ALTAIR- , so we aime through this research to study the reality of quality assurance in all of the arab universities and European and clarify the difference between them and how to take advantage of arab universities of European universities in regards to the application of quality assurance , trying to do so knowing the most important implication of cooperation euro-arabic on quality assurance in higher education sector with the assumption that the euro-arab cooperation through project ALTAIR who personified this cooperation on the ground have had a positive impact on the arab universities partner. In our study relying on descriptive analytical approach as a comestone in this search by listing the various elements related to the term quality assurance and analysis of various statistics included in this study. Of the most important results that have been reached through this study show that the quality assurance in higher education sector has become necessary and an urgent demand in arab universities and despite efforts by the latter to achieve this requirement, through establishment partnerships with other universities and benefit from its experience, but that this does not reflect the absence of several deficiencies and shortcoming in the quality of higher education Arabic, which calls for further efforts .
