|a إن المقاربة الأنثروبولوجية المقترحة لظاهرة الفساد تحاول دراسة تلك العلاقة بين سلوكات الفساد الإداري وبين تسيير مصالح الدولة (الإدارات) مع مراعاة التناول القانوني والمؤسساتي والسياسي والاقتصادي لها. بحيث تتناول السلوكات المتأرجحة بين التبادل والإبتزاز والتي تنتج نظاما لإعادة توزيع للمال العام المحول. إذ لا تكتفي بالنظر إلى الفساد الإداري على أنه سلوكات غير شرعية وغير مشروعة للموظف العام بل تذهب إلى البحث في الزبائنية وشبكة العلاقات التي توفر التربة الخصبة للظاهرة.

|d L’approcha anthropologique proposée est un essai d’étude de l’imbrication entre les pratiques corruptives et le fonctionnement des services de l’état tout en prenant en compte l’approches:juridiques, institutionnelle, politique, et économiques. Elle s’applique à étudier les comportements oscillant entre le concept de l’échange et celui de l’extorsion qui occasionnent un processus de redistribution des ressources publiques détournées. |f The proposed anthropological approach to the phenomenon of corruption attempts to examine the relationship between the conduct of administrative corruption and the conduct of the interests of the State (departments), taking into account the legal, institutional, political, and economical treatment of such acts. It deals with swinging behaviors between exchange and extortion that produce a redistribution system for public money transferred. It is not enough to look at administrative corruption as illegal and unlawful behaviour of a public official, but also to research clientele and the network of relationships that provide fertile ground for the phenomenon.\nThis abstract translated by Dar AlMandumah Inc. 2018
