|f The importance of this research is evident in the benefit it brings to the competent authorities in respect to acquiring knowledge of the overall quality of administration within public and private schools in Basra, through the individual participants of a study sample. \nThe research also aims to determine the opinions of a sample of teachers in respect to the extent of the provision of standards for the overall quality of administration in relation to government schools as compared to private schools in the city of Basra. To accomplish the objectives of the research, the researcher employed the questionnaire as a tool for her research. Its items numbered 104, distributed over nine areas, which were: The quality of the administrative and regulatory policy, quality standards in relation to the educational goals, quality standards in respect to the curricula, quality standards in respect to the textbook, quality standards in relation to the performance of the teacher, standards for the quality of teaching methods, quality standards for measurement and evaluation, standards for the quality of the student and standards for the quality of administrative supervision and specializing. \nThe measure was applied upon a sample consisting of 80 male and female teachers of the private and government schools in Basra. The researcher utilized the weighted average and the percentile weight to analyze the research data. A number of conclusions were reached, which included: \nConcerning the first ranked item, the area of the quality of administrative and regulatory policy, in respect to the sample of government schools, it was concluded, that there is a preparedness and commitment from the education and school administration to apply the quality system. And it was evident from the results in relation to the area of the quality of educational goals, that the individual participants of the sample, from the teachers of the government schools, believe that the quality in relation to educational goals in Iraq incorporates the objectives, whilst primarily taking into account, the needs and specificities of the age level of the students. The results of the weighted averages and percentile weights, in relation to the quality the study curricula, indicated to the diversity of sources to attain knowledge of the school curricula, of the top rank.\nIn respect to the results of the responses of the individual participants of the sample, for the area related to the quality of the school textbook, then they reiterated the results of the previous area. That is because they indicated that the highest standards provided in relation to the school textbook were represented in the production of the school book at a high level of quality in accordance to numerous requirements, from the perspective of those teaching the books within the secondary schools and who were included in the study. The provided standards in our government schools for the quality of the teacher, attaining the top rank, characterized the teacher with solid knowledge within the field of his academic specialty.\nThe results of this area reinforce the previous area and makes evident that the teachers are in possession of the main standards for the quality of teaching methods which are focused primarily upon taking into account the individual differences among the students. \nAs for the measuring and evaluation standards, then the highest of these standards were attained by the item of evaluating the students in accordance to methodological and objective bases, far detached from favoritism and compliments.\nThe individual participants of the sample, indicated in their responses, to the existence of standards for the quality of the students whom they teach. Perhaps the most prominent matter revealed by the statistical results, in this regard, was related to the capability of the students to participate within the society as effective citizens, which received the highest rank in this area. \nIn relation to the standards of the quality of administrative supervising and specializing, then the highest weighted averages and percentile weights for the results of the responses of the individual participants of the sample, from the teachers of the government schools, was attained by the item related to setting a monitoring system to determine the influential elements in relation to education and its outcomes, which achieved the top rank.\nThe researcher carried out a comparison between the results of the responses of the individual participants of the sample from the teachers of the government schools, with the responses of their colleagues in the private schools, and according to the areas included within the research tool\nThis abstract translated by Dar AlMandumah Inc 2018.
