المستخلص: Les Autorités de régulation du secteur des médias en Algérie et Maroc sont considérées comme des nouvelles institutions indépendantes dans le domaine de la gestion administrative ont la fonction de réguler et organiser le secteur des médias en tant qu’il est la principale source d’information pour les citoyens , Malgré ces autorités de régulation jouissent d’une indépendance bien au plan organique qu’au point de vue fonctionnel , mais cette indépendance est limitée en raison de la présence de certaines obstacles.

تعتبر سلطات ضبط قطاع الإعلام مؤسسات جديدة في مجال التسيير الإداري في الجزائر والمغرب، تستخدمها الدولة كبديل عن الإدارة الكلاسيكية في ضبط قطاع الإعلام والذي يعتبر من بين القطاعات الهامة باعتباره المزود الرئيسي للأشخاص بالأخبار والمعلومات التي تساعدهم على تكوين رأي مناسب، وبالرغم من اعتراف المشرع بصراحة النص باستقلالية هذه السلطات وهو ما يظهر من خلال مجموعة العناصر سواء من الجانب العضوي أو الوظيفي، إلا أن هذه الاستقلالية تقل درجتها نظراً لوجود بعض القيود والعراقيل التي تحد منها.

The authorities for controlling the media sector are new institutions in the field of administrative management in Algeria and Morocco, which the State uses as an alternative to the classical administration in controlling the media sector, which is considered one of the important sectors, as it is the main provider of news and information that helps them to form an appropriate opinion. Although the legislature recognizes explicitly the independence of these authorities, which is reflected in a combination of elements, both organic and functional, this independence is reduced in degree due to the existence of some restrictions and obstacles that limit it.
