المستخلص: As we are living in an age where the human knowledge flows; and the ideological, scientific and social ambitions varied; the technological creations and economic ambitions increased magnificently; the relationship between science and work developed, quality of education and development as well as the economic development. Consequently, man in this age should struggle for achieving a suitable position in the local and international society. So, education and technological occupied the forefront in the priorities of national work. This led to dividing this research into an introduction and two topics. The introduction dealt with defining the educational process, its importance in the age in which the human capital and its creations have become of the most important elements of production. The introduction included also the objective of the research, presuppositions and the used methodology. The first topic dealt with the quality of education and accreditation in higher education in the framework of national program to modernize the state concerning the results that led to the application of quality and accreditation systems and policies in higher education. This made the economies of education interest in quality and development, the elements that affect preparing and developing the outputs of educational process, the previous conditions of high quality education, how the high education enhances development with the existence of postulates depended upon in establishing and developing human resources. It dealt after that with how to apply the system of quality and accreditation in its stages till the authority of accreditation and quality accredits the educational institution that can prove that its programs meet the required conditions and standards. It should proof having effective systems to assure quality and continuous development to its academic activities. The second topic dealt with the effect of higher education, its role in increasing the individual's skills on the Micro economic and Macroeconomic levels and consequently the outputs of this production process. This is in the light of neoclassicism and modern theory in educational development. The research concluded with the results that may help in enriching the educational process, the developmental process and the economic development that all the nations and peoples seek. For example, man is the creator of knowledge and the means of development. He is their objective as well. So, it is important to make a qualitative transformation in the educational system with all its elements and axis due to the relevant relationship between education and development, education and rates of economic development, reduction of poverty rates and increasing the individuals' standard of living. The correlation in such a case is positive and strong. Accordingly, when the qualitative quality of education improves, the production and life capacity improves also.
