المستخلص: أصبح من الثابت لدى مصالح أمن الطرقات بمختلف أجهزتها أن السبب الرئيس حسب الأرقام والإحصائيات الدورية هو عامل "الإنسان" بنسبة مئوية لا تقل عن 96 %، ثم تأتي بقية العوامل الأخرى مثل وضعية الطرقات، حالة المركبة، الأحوال الجوية....الخ، هذه الحقيقة الإحصائية المتكررة والمستقرة توجه عناية القائمين على هذا الشأن والمهتمين به إلى تركيز جهدهم على دراسة كيفية تعديل وتقويم سلوك السائق المخالف للقانون ولقواعد السياقة السليمة باعتباره المتسبب الأول في حوادث المرور الخطيرة وبالنظر إلى طبيعة الأخطاء البشرية المسببة لحوادث المرور الخطيرة يتضح بأن متغير "سوء التصرف" هو الغالب على المتغيرات الأخرى، حيث نجد أن عوامل الإفراط في السرعة، التهور أثناء السياقة، السياقة مع الإرهاق، تجاهل إشارات المرور، استعمال الهاتف المحمول أثناء السياقة، السياقة تحت تأثير الكحول، كلها عوامل تتعلق بالجانب السلوكي والأخلاقي لدى السائقين ولا تتعلق بالجانب المهارى التقني لديهم، كما أن الجانب السلوكي في التكوين على السياقة لا تتوفر علي برامج مدارس تعليم السياقة، إذ يقتصر دورها على الجانب التقني المهاري البحت متمثلا في تدريب المتربص على قراءة دلالات إشارات المرور وكذا القدرة على سياقة المركبة وإيقافها بشكل صحيح، في حين يترك تصرف السائق مجازفة إلى الخلفية الثقافية والتربوية لكل سائق، في غياب معايير أخلاقية وسلوكية معتمدة في التكوين أو عند التقييم وكذا غياب متابعة سلوك السائق من أجل التحفيز أو التقويم. هنا تبرز أهمية إدراج مادة دراسية ضمن البرامج التعليمية للطورين الابتدائي والمتوسط من أجل غرس وترسيخ ثقافة السياقة لدى التلاميذ باعتبارهم "سواق الغد" ومراعاة للمرحلة العُمرية التي يمكن خلالها تربية الفرد وغرس القيم الحضارية الصحيحة كالمسؤولية أثناء السياقة، والحس الاجتماعي والانساني، والمحافظة على حياة الآخر وغيرها من القيم والمبادئ التي تنعكس إيجابا على سلوك السائق فيما بعد. وعليه نتمنى حصو مساهمة علمية أكاديمية من أجل المشاركة في علاج هذه الظاهرة والتقليل من خطورتها على الفرد والآسرة والمجتمع، وذلك بإدراج مادة التربية المرورية في الأقسام الابتدائية والمتوسطة تتضمن برامج تربوية وتعليمية من أجل غرس ثقافة السياقة الصحيحة لدى التلاميذ وتحضيرهم لاستكما الجانب التقني المتعلق بمهارة التحكم في المركبة مستقبلا في مدارس تعليم السياقة، وهكذا يتحصل السائق على تكوين مكتمل الجوانب السلوكية والتقنية، الآمر الذي يؤدي بالضرورة إلى سياقة آمنة ومسؤولة تحافظ على الانسان وعلى المركبة وحتى على البيئة السليمة من التلو ، ويبقى الردع القانوني مقتصرا على السلوكيات الطائشة لبعض السائقين وعلى أصحاب المركبات التي لا تتمتع بمواصفات وشروط السلامة المرورية.
