This paper is a critical analysis of one of the new development strategies that Libyan government undertook since the lifting of the trade embargo on the country in 2004. This strategy is to reintroduce English language as global language where it has been accepted by the Libyan government in order to Libya promotes its deeper economic integration into the global economy of the Modern World System via the investment in its human capital. This new strategy is concentrating on English language acquisition skills amongst Libyan graduates as a factor in Libya’s new developmental policies. A crucial part of this new policy was the promotion of human capital development amongst the Libyans graduates with a particular emphasis upon English language acquisition. However the question that asks itself in this regard, to what extent can Libyan government integrate its economy and society in a way that enhancing its position in the modern world system without to simply rendering the country more depended upon the power of the developed great countries. Therefore, this paper will slightly consider the relationship between knowledge in particular the knowledge of global skills like English and power focusing on the power of the Global Modern Economic System that hasbeen controlled by the core (the industrial great countries). |
