520 |b This paper is about the education system in Libya (primary and secondary schools): Challenges and reforms. The aim of this paper is to explore the most significant reforms, and as well as the challenges facing the educational system from 1990 until 2010. I’ve decided to focus on the most important change in this period, to show the changes resulted by state, and especially to see the reforms that have been achieved in different aspects of the basic and middle education in Tripoli. \ Study design. The method of data collection for this paper was that of the semi-structured interview, involving 20 people. The interviews were based on a set of questions. \ Place and date of study: primary and secondary schools in Tripoli, Libya 2010. \ Methodology: The method of data collection for this paper was that of the semi-structured interview, involving 20 persons. Data was collected from teachers; schools head-teachers, administrative officials. The interview consisted of seven main questions; interviews were conducted with teachers and directors of schools. \ Regarding the methods adopted in this paper, the qualitative method has been used as well as all the relevant literature and documents available, which include information about education aspects. \ Thus the paper seeks to identify the roles of government responsible for development of education in primary and secondary schools. Therefore, the first section shows some related literature to topic, in order to give demonstrate the efforts of government, regarding the improvement of education in these stages. This section is divided into 4 parts these are: Access to education - Equality of educational opportunity - Main Challenges facing the educational system - Improving access and quality in the education system. The second section reviews the methodology used in this paper. The third section reviews the findings of this paper and evaluates the government’s efforts in education. The final section summarises the paper as a whole.
