المستخلص: هدفت هذه الدراسة إلى تقديم استراتيجية مقترحة لإعداد الخطة السنوية المدرسية لدى قائدات المرحلة الثانوية بمدينة الرياض لنظام المقررات، من خلال دراسة واقع إعدادها، وتحديد اهم المعوقات التي تواجههن عند الإعداد، ولتحقيق اهداف الدراسة استخدمت الباحثة المنهج الوصفي المسحي والاستبانة كأداة للدراسة وطبقت على جميع قائدات المدارس الثانوية لنظام المقررات في منطقة الرياض.
أبرز النتائج التي توصلت إليها الدراسة:
1- اتضح أن متوسط الموافقة العام على عبارات (الواقع الراهن في إعداد الخطة السنوية لدى قائدة المدرسة نظام المقررات قد بلغ (2.74 درجه من 3) وبدرجة موافق.
2- متوسط الموافقة العام على عبارات (المعوقات التي تواجه قائدات المدارس عند إعداد الخطة) قد بلغ (2.28 درجه من 3)، وابرز هذه المعوقات كثرة الأعباء الإدارية على قائدة المدرسة ومركزية التمويل العام لمدارس المقررات تتطلب وقت اطول مع زيادة متطلباته المادية.
3- متوسط الموافقة على عبارات (مقترحات لإعداد الخطة السنوية للمرحلة الثانوية نظام (المقررات) قد بلغ (2.92 درجه من 3)، ومن اهم هذه المقترحات هي إدراك الفرص والتهديدات في البيئة الخارجية، وتبني استراتيجيات مناسبة لإعداد الخطة المدرسية متعددة المستويات والجهات، وإدراك جوانب القوة والضعف في البيئة الداخلية.
وفي ضوء تحليل ادبيات الدراسة واهم نتائجها خرجت الدراسة بالعديد من التوصيات للعمل على الرفع من مستوى اداء قائدات المرحلة الثانوية عند إعداد الخطة السنوية بمدينة الرياض.

This study aimed to present a proposed strategy to prepare the annual school plan for the secondary school leaders in Riyadh for the curricula system, through the study of the reality of its preparation, and identifying the main obstacles that it faces in preparation. To achieve the objectives of the study, the researcher used the descriptive survey method and the questionnaire as a tool for study and applied it to all the secondary school leaders for the curricula system in Riyadh Region.
The most important findings of the study were:
1- It became clear that the average general approval of the terms (current situation in the preparation of the annual plan among the school leaders reached (2.74 degrees from 3) and with an acceptable grade.
2- The average general approval of the terms (obstacles that school leaders are facing when preparing the plan) reached 2.28 (3), the most prominent of these obstacles are the high administrative burden on the school leader, the centrality of public funding to the schools for curricula that requires more time and increased material requirements.
3- Average approval of terms (proposals for the preparation of the annual plan for the secondary stage, system (curricula) reached (2.92 degree from 3). The most important of these proposals are the recognition of opportunities and threats in the external environment, adopting the appropriate strategies for the preparation of the multi-level school plan and bodies, and recognizing the strengths and weaknesses in the internal environment.
In light of the analysis of the literature of the study and the most important results, the study came out with several recommendations to improve the level of performance of secondary school leaders when preparing the annual plan in Riyadh city.
