|d Le gouvernement provisoire de la République algérienne(GPRA), depuis sa création par le conseil national de la révolution algérienne, n’avait cessé de revendiquer un statut international, cherchant à constituer ou plutôt à restituer un Etat indépendant. En revanche, la France n’était pas disposée à reconnaitre au GPRA la qualité de gouvernement, et persistait dans cette position, voulant que la naissance de l’Etat algérien et donc du gouvernement ne puisse précéder l’autodétermination. C’est ainsi que lors de la constitution du GPRA, la France fait savoir aux chancelleries étrangères « le caractère inamical » à son endroit de tout acte de reconnaissance du GPRA. Elle aurait en outre des raisons de mettre en doute le caractère normal et équilibré des gouvernements qui se laisseraient aller à de telle manifestation. Cette menace à peine voilée, s’avéra inopérante vis-à-vis des Etats qui formaient le courant anticolonialiste, qui avaient octroyé leur reconnaissance au GPRA.

|b Since its creation by the National Council of the Algerian Revolution, the provisional government of the Republic of Algeria always claimed an international status to establish or rather to restore an independent state. However, France was not prepared to recognize the GPRA as a government, and persisted in this position, wanting, that the birth of the Algerian State, thus of the government cannot proceed to self-determination. During the constitution of the GPRA, France informed the foreign chancelleries about the “unfriendly character” towards any act of recognition of the GPRA. It would also have reasons to doubt the normal and balanced nature of the government which indulges in such manifestation. This hardly veiled threat is unhelpful toward the states, which formed the anti-colonialist current, which had granted recognition to the GPRA.
