المستخلص: This study aimed to identify the reality of governance for strategic planning in the Ministry of Higher Education and Scientific Research of Jordan may be a community study of all the Jordanian Ministry of Higher Education departments in the year 2013/2014 and the study sample consisted of 186 employees are involved in the planning and decision-making and to achieve the goal of the study has been cleared the theoretical literature and previous studies and the development of a questionnaire to measure actually planning in the Ministry of Higher Education, and to detect the degree of desire to exercise all stages of strategic planning and practice consisted resolution of (74) paragraph summed up the reality of the plan are available in the Ministry of Higher Education and the challenges it faces It was the use of averages, standard deviations, to know the reality schematic in the Ministry of Higher Education and the degree of desire to exercise stages It turns out that the Ministry of Higher Education adopt the operational plan and a long-term plan and the Strategic Plan As the well-informed and to participate put the plan were the top leaders in the ministry. The study results showed that the Ministry of Higher Education and Scientific Research to analyse the external environment to identify the different variables that can affect them in the future, it must also be involved in the drafting of the ministry's strategic objectives of all parties responsible for the realization and to the development of responsible self they have, and to get to governance in the strategic planning, in the ministry. The need to train employees on strategic planning skills, how to prepare strategic plans and follow-up because of its impact on the performance of employees to gain access to the achievement of general and specific objectives. And recommendations of the study need to provide an integrated system of governance in higher education and scientific research Jordanian institutions, in order to ensure transparency, accountability, and institutional participation of all parties, in accordance with the legislative reference governing the work, and public and private universities are establishing a culture of governance and thus published by the community through their practices and their effect on all parties.

هدفت هذه الدراسة التعرف إلى واقع الحاكمية للتخطيط الاستراتيجي في وزارة التعليم العالي والبحث العلمي الأردني وقد تكون مجتمع الدراسة من جميع اقسام وزارة التعليم العالي الأردنية في العام2013/2014 وتكونت عينة الدراسة من (186) موظف يشاركون في التخطيط وصنع القرار ولتحقيق هدف الدراسة تم مسح الأدب النظري والدراسات السابقة وتطوير استبانة لقياس الواقع التخطيطي في وزارة التعليم العالي، وللكشف عن درجة الرغبة في ممارسة كافة مراحل تخطيط الاستراتيجي وممارستها وتكونت الاستبانة من (74) فقرة لخصت واقع الخطة المتوفرة في وزارة التعليم العالي والتحديات التي تواجهه. وتم استخدام المتوسطات الحسابية والانحرافات المعيارية لتعرف الواقع التخطيطي في وزارة التعليم العالي ودرجة الرغبة في ممارسة مراحله. وتبين أن التعليم العالي تعتمد الخطة التنفيذية ثم الخطة طويلة المدي والخطة الاستراتيجية اما الجهة المطلعة والمشاركة بوضع الخطة فتمثلت في القيادات العليا في الوزارة. وأظهرت نتائج الدراسة ان على وزارة التعليم العالي العلمي ان تقوم بتحليل بيئتها الخارجية للتعرف على متغيرات المختلفة التي يمكن ان تؤثر عليها في المستقبل، أيضاً يجب، يشارك في صياغة أهداف الوزارة الاستراتيجية جميع الأطراف المسؤولة الذاتية لديهم، وللوصول إلى الحوكمة في التخطيط الاستراتيجي في الوزارة ضرورة تدريب العاملين على مهارات التخطيط الاستراتيجي، وكيفية إعداد الخطط الاستراتيجي ومتابعتها لما له أثر في أداء العاملين للوصول إلى تحقيق الأهداف الخاصة. ومن توصيات الدراسة ضرورة توفير منظومة متكاملة للحاكمية في مؤسسات التعليم العالي والبحث العلمي والأردني، بما يضمن الشفافية، والمساءلة، والمشاركة المؤسسية لجميع الأطراف، وفق الرجعية التشريعية الناظمة للعمل، والجامعات الحكومية والخاصة هي من تؤسس لثقافة الحاكمية وبالتالي تنشرها للمجتمع وبالتالي تنشرها للمجتمع من خلال ممارساتها وتأثيرها بجميع الأطراف.
