|a عندما ترتقي المشاركة السياسية في المجتمعات العربية وتصبح حقا لابد أن تتمتع به الشعوب وتكفله المواثيق والدساتير وتنظمه التشريعات والقوانين، فإنه يصبح من الضروري إيجاد البيئة الاجتماعية الملائمة والكفيلة بتكريس هذا الحق كمبدأ عملي وتجسيده كممارسة مجتمعية هادفة تؤشر على حالة الديمقراطية والحداثة السياسية، لكن حق المشاركة السياسية في الدول العربية يبقى يتأرجح ما بين مثالية البيئة القانونية ومقاومة البيئة الاجتماعية، فأين يكمن الحل حتى يستعيد هذا الحق توازناته الطبيعية؟

|d Quand la participation politique sera élevée dans les sociétés arabes et deviendra un droit inévitable pour les peuples affirmé par chartes et les constitutions et organisé par les lois et les législations, il sera indispensable de chercher un environnement approprié et convenable pour considérer ce droit comme un principe fonctionnel et le concrétiser comme étant une pratique sociétaire ciblée, visant l’état de la démocratie et la modernité politique, Et entre l’idéalisme de l’environnement juridique et la résistance de l’environnement social, le droit de la participation politique se renverse, où réside donc la solution afin que ce droit reprenne son équilibre naturel?

|f When political participation in Arab societies increases and it becomes a right that must be enjoyed by peoples and guaranteed by charters and constitutions and regulated by legislation and laws, it becomes necessary to create the social environment that is appropriate and capable of enshrining this right as a practical principle and its embodiment as a meaningful community practice that indicates the state of democracy and political modernity. On the contrary, in the Arab countries, there is a swing between the ideal of the legal environment and the resistance to the social environment.
