المستخلص: هدفت الدراسة إلى تقديم تصور مقترح لآليات التكامل بين التعليم العام والتعليم العالي، وتقديم مقترحات تطويرية لمرحلة ما بعد التكامل، ولتحقيق هذين الهدفين قام الباحث بتحليل الدراسات والبحوث السابقة التي تناولت هذه القضية، كما قام الباحث بإجراء مقابلات شخصية لعينة من أساتذة الجامعات ومعلمي التعليم العام بلغ عددها (86) عضو هيئة تدريس من الجامعات السعودية، و(113) معلماً بالتعليم العام بالمملكة، وفي ضوء نتائج تحليل الدراسات والبحوث وتحليل نتائج المقابلات قدم الباحث تصوراً لآليات التكامل بين التعليم العام والتعليم العالي في خمسة محاور رئيسة كما يأتي:
الطالب، ومنها: تعديل سياسات قبول طلاب التعليم العام بالجامعات، وإقامة معسكرات طلابية ورحلات علمية مشتركة لطلاب القطاعين.
المعلم، ومنها: إقامة برنامج تأهيل تربوي بالجامعات للمعلمين بالتعليم العام، وتكوين فرق عمل مشتركة من ذوي الخبرة لمواجهة المشكلات التعليمية بالقطاعين، وتسهيل عمليات نقل منسوبي القطاعين وانتدابهم بينياً.
المناهج الدراسية، ومنها: نشر ثقافة التكاملية في مناهج التعليم، وتطوير مناهج التعليم العام لتصبح متطلبات سابقة لمقررات الجامعة، وتضمين المناهج أنشطة تعليمية لا صفية في إطار متكامل بين طلاب القطاعين.
البحث العلمي، ومنها: إنشاء قرية بحثية لإجراء البحوث التعليمية تضم باحثين من منسوبي القطاعين، وتكوين مجموعات بحثية مشتركة من القطاعين، وتيسير إجراءات دراسة الماجستير والدكتوراه لمعلمي التعليم العام.
الخدمات المجتمعية، ومنها: تشكيل قوافل تعليمية من طلاب القطاعين للقيام بأعمال خدمة المجتمع، واستحداث فئة من جائزة التميز للعمل التطوعي التشاركي بين منسوبي القطاعين، وتكليف طلال كليات التربية بعمل فصول تقوية لطلاب التعليم العام.
كما قدم الباحث بعض المقترحات التطويرية لمرحلة ما بعد التكامل، يأتي في مقدمتها: التقويم المستمر لتجربة التكامل، والتخطيط المشترك لتطوير التعليم بقطاعيه، والاهتمام بجودة التعليم بشقيه المؤسسي والبرامجي.

The study aimed at presenting a suggested concept for the mechanisms of integration between general education and higher education, and presenting developmental proposals for the post-integration stage. To achieve these two goals, the researcher analysed previous studies and researches that dealt with this issue. The researcher also conducted personal interviews of a sample of university professors and teachers of general education, they were (86) faculty members from Saudi universities, and (113) teachers in general education in the Kingdom. In the light of the results of the analysis of studies and research and analysis of the results of interviews, the researcher presented the mechanisms of integration between public and higher education in five main areas as follows:
The student, including amending the policies of admission of public education students to universities, and the establishment of student camps and joint science trips for students of the two sectors.
The teacher, including setting up an educational rehabilitation program at universities for teachers in general education, forming joint teams with the experience to deal with educational problems in both sectors, and facilitating the transfer of employees of the two sectors and intersecting them.
Educational curriculum, including spreading the culture of integration in the curricula of education, developing the curricula of general education to become prerequisites for university curricula, and incorporating non-classroom educational activities within an integrated framework between the students of both sectors.
Scientific research, including the establishment of a research village to conduct educational research involving researchers from employees of the two sectors, the formation of joint research groups from the two sectors, and facilitate the procedures for the study of master and doctorate for teachers of public education.
Community services, including the formation of educational convoys of students from the two sectors to do community service work; creating a category of Excellence Award for Participatory Volunteer Work between the employees of the two sectors, and assigning the students of the faculties of education to work to strengthen classes for students of general education.
The researcher also presented some developmental proposals for the post-integration stage, the most important of which are: continuous evaluation of the integration experience, joint planning for the development of education in both sectors, and attention to the quality of education in both institutional and programmatic aspects.
