|a المقاطعة الإدارية وحدة إدارية جديدة تدعمت بها الإدارة العامة الجزائرية، استحدثت بموجب الإصلاحات السياسية والإدارية الأخيرة بعدد ( 10 ) في ولايات الجنوب التي تمتاز بخصوصيات جغرافية وسيادية وأخرى اقتصادية وثقافية، تسعى لتحسين وترقية الخدمة العمومية بالاستجابة لمصالح وحاجيات المواطنين المتزايدة بكفاءة وبنوعية في المكان والزمان المناسبين، بالمقابل فقد أثير نقاشا وجدلا قانونيا وسياسيا حولها تمثل في تحديد طبيعتها وصلاحياتها والإمكانيات المتاحة لها ومدى قدرتها على القيام بمهامها، وعن المخاوف التي ترهن تقدمها نتيجة الأزمة المالية التي تعيشها البلاد حاليا، وكذا عدم اكتمال بنيانها\nالقانوني مع الغموض الذي يلف دور بعض الهيئات المتواجدة على مستوى المقاطعة الإدارية.

|d La Circonscription administrative est une unité administrative de la nouvelle soutient l'administration publique algérienne, introduite sous les récentes réformes politiques et administratives, le nombre (10) dans les États du sud, caractérisés par les spécificités du souverain géographique, économique, culturelle, en cherchant à améliorer et à moderniser le service public de répondre aux intérêts et aux besoins des citoyens, accroître l'efficacité et la qualité dans le bon endroit et le temps, ce qui permit débat juridique et politique et le débat sur la nature et les pouvoirs et les possibilités qui leur sont offertes et de leur capacité à mener à bien les tâches qui leur sont assignées.

|f The administrative district is a new administrative unit supported by the Algerian public administration. It was brought about in accordance to the recent political and administrative reforms, within 10 provinces of the south of the country, which are characterized by geographical, sovereign, economic and cultural specificities. It seeks to improve and upgrade the public service by responding to the growing concerns and needs of citizens efficiently and qualitatively in the appropriate place and time. On the other hand, a legal and political discussion and debate was raised about it, which was related to the determination of its nature, its powers, the capabilities available to it, the extent of its ability to carry out its tasks, and the concerns that threaten its progress as a result of the financial crisis that the country is currently experiencing. That is in addition to its incomplete legal structure which is accompanied by the ambiguity of the role of some bodies present at the level of the administrative district.\nThis abstract translated by Dar AlMandumah Inc. 2018
