استهدفت الدراسة صياغة نموذج مقترح لتحقيق الميزة التنافسية للمدرسة الابتدائية في مصر على ضوء توظيف مدخل القيادة الأخلاقية، لما له من انعكاسات إيجابية بالغة الأهمية على تطوير وتفعيل العمليات الإدارية في المدرسة الابتدائية وعلى الطالب والمعلم والعملية التعليمية بأثرها. وعرضت الدراسة إطارا نظريا حول الميزة التنافسية، وآليات تحقيقها في المدارس، والقيادة الأخلاقية من منظور أدبيات الفكر الإداري المعاصر. كما عرضت واقع توظيف مدخل القيادة الأخلاقية في المدرسة الابتدائية في مصر. وتحقيق لأهداف الدراسة، تم بناء وتحكيم النموذج المقترح، وإجراءاته التنفيذية، وآليات ضمان استمراريته، واستطلاع آراء الخبراء حوله من خلال تطبيق دورات أسلوب دلفي، حتى تم التوصل إلى شبه اتفاق حول الممارسات القيادية الواردة بالنموذج المقترح، استنادا إلى آراء الخبراء، فيما يتعلق بدور القائد في تطوير العمليات الإدارية، وتفعيل مكونات القيادة الأخلاقية، وكذلك دوره في تحقيق مبادئها، فضلا عن دوره في تطبيق آليات ضمان استمرارية تحقيق ممارسات القيادة الأخلاقية.
The study aimed at formulating a proposed model to achieve the competitive advantage of the primary Schools in Egypt in the light of adopting the Ethical leadership criterion, as this standard has its positive impact on the development and activation of the administrative processes in the primary schools, the student, the teacher, and the educational process as a whole. The researcher presented a theoretical framework- of the competitive advantage and mechanisms towards the. achievement of this goal in schools, and the Ethical leadership .from the perspective of the ethics of contemporary administrative thought; also dealt with the reality of the application of Ethical leadership criterion to the primary schools in Egypt. In order to achieve the objectives of the study, a' proposed model has been proposed and reviewed to make the distinction for the primary schools in Egypt in the light of Ethical leadership criterion and the executive procedures of this model have been identified in addition to the necessary mechanisms to ensure its continuity as well as exploring the views of experts adopting the application of the Delphi technique .sessions, until a semi-agreement on leadership practices stated in the proposed model has been reached, based on the expert opinions regarding the role of leader in the development of administrative processes, or activation of Ethical leadership components, and achieving its principles, as well as his role in the application of the mechanisms to ensure the continuity of the achievement of Ethical leadership practices in the primary schools.
