المستخلص: تسعى الدراسة الحالية إلى تحقيق الأهداف الآتية: 1-تحديد الإطار الفكري للمواصفة القياسية لإدانة الجودة الأيزو 9001:2008 في التعليم. 2-الوقوف على دواعي الحاجة لإجراء عملية التدقيق الداخلي في نظام إدارة الجودة الأيزو 9001:2008. 3-استجلاء اهم ركائز الإبداع الإداري بالجامعات والتي يمكن تلبيتها من خلال المواصفة القياسية لإدانة الجودة الأيزو 9001:2008، وتحليل العلاقة بين المواصفة القياسية لإدارة الجودة الأيزو 9001:2008 والإبداع الإداري بالجامعات. 4-تناول تجربة عمادة الدراسات العليا -جامعة الملك سعود في تطبيق المواصفة القياسية لإدارة الجودة الأيزو 9001:2008. 5-التعرف على واقع إسهام بنود المواصفة القياسية لإدارة الجودة الأيزو 9001:2008 في دعم الإيداع الإداري بعمادة الدراسات العليا جامعة الملك سعود في ضوء آراء خبراء التدقيق الداخلي. 6-وضع تصور مقترح لتفعيل المواصفة القياسية لإدارة الجودة الأيزو 9001:2008 في دعم الإبداع الإداري بعمادة الدراسات العليا جامعة الملك سعود في ضوء آراء خبراء التدقيق الداخلي. منهج الدراسة وأدواتها لتحقيق أهداف الدراسة فقد اتبع الباحث المنهج المقارن بخطوتيه الوصف والتحليل نظرا لكونها أكثر ملاءمة لطبيعة الدراسة الحالية؛ بحيث يتم جمع معلومات وبيانات عن المواصفة القياسية لإدارة الجودة الأيزو 9001:2008، وعملية التدقيق الداخلي، والإبداع الإداري، والعمل على تشخيص طبيعتهم وتحليل جوانبهم المختلفة وإبراز العلاقة بينهم في ضوء آراء خبراء التدقيق الداخلي، وكذلك طرح خبرة عمادة الدراسات العليا بجامعة الملك سعود في تطبيق المواصفة القياسية لإدارة الجودة الأيزو 9001:2008، وصولا لتصور مقترح يساهم في تفعيل المواصفة القياسية لإدارة الجودة الأيزو 9001:2008 في دعم الإبداع الإداري بعمادة الدراسات العليا جامعة الملك سعود. كما استخدمت الدراسة استبانه موجهة لخبراء التدقيق الداخلي للتعرف على مدى إسهام بنوب المواصفة القياسية لنظام إدارة الجودة آيزو 9001:2008 في دعم الإبداع الإداري بعمادة الدراسات العليا -جامعة الملك سعود. خلصت الدراسة الميدانية إلى وجود ضعف شديد في مساهمة المواصفة القياسية لإدارة الجودة الأيزو 9001:2008 في دعم الإبداع الإداري بعمادة الدراسات العليا جامعة الملك سعود؛ وقد يرجع ذلك لوجود جمود في بعض بنود المواصفة والني تحول دون دعم الإبداع الإداري بالعمادة.

University organizations are keen to qualifying their managerial system, customizing their procedures, and documenting them according to accredited and well-known standardized specifications, the matter that increases their ability of competitiveness, as the standardized specifications of Quality Management ISO 2008: 9001, one of the - most .famous specifications in Quality Management, to achieve this purpose. To ascertain feeling the problem, the researcher applied a pilot study upon a symbol of (20) employees at high studies of King Soud University in order to recognize the availability of the standardized specifications of Quality Management system ISO 2008: 9001, that is applied there on managerial creativity, all of the symbol individuals ascertained the weak availability of the standardized specifications of Quality Management ISO 2008: 9001 that are applied on managerial creativity at high studies of King Soud University, because of the specification rigidity, as it has no procedures to support the managerial creativity. According to the above mentioned, the problem of the current research can be implied in recognizing the contribution of the standardized specifications of Quality Management system ISO 2008: 9001 reality in supporting the managerial creativity at high studies of King Soud University in the light of inner accuracy experts Opinions, through answering the following questions: 1-What is the theoretical framework of the standardized specifications of Quality Management system ISO 2008: 9001 in education? 2-What are the reasons of the need for inner accuracy in quality management system ISO 2008: 9001? 3-What are the infrastructure of supporting the managerial creativity at universities, that can be achieved through the standardized specifications of Quality Management system ISO 2008: 9001? 4-What are the features of High studies of King Soud University Experiment in applying the standardized specifications of Quality Management system ISO 2008' 9001? 5-What is the extent of standardized specifications items contribution in quality management system ISO 2008: .9001 in supporting the managerial creativity at High studies of King Soud University in the light of inner accuracy experts opinions? 6-What are the features of the suggested proposal to activate the standardized specifications of quality management ISO 2008: 9001 in supporting the managerial creativity at high studies of King Soud University in the light of inner accuracy experts opinions? The aims of the study: The study tried to achieve the following aims: 1- Determining the theoretical framework of the standardized specifications of Quality Management system ISO 2008: 9001 in education. 2- Recognizing the reasons of the need for inner accuracy in quality management system 2008: 9001. . 3-Clarifying the infrastructure of supporting the managerial creativity at universities, that can be achieved through the standardized specifications of Quality Management system 2008: 9001. 4-Dealing with the features of High studies of King Soud University Experiment m applying the standardized specifications of Quality Management system 2008: 9001. Recognizing the extent of standardized specifications items contribution in quality management system ISO 2008: 9001 in supporting the managerial creativity at High studies of King Soud University in the light of inner accuracy experts opinions. 6- Putting the features of the suggested proposal, to activate the standardized specifications of quality management ISO 2008: 9001 in supporting the managerial creativity at high studies of King Soud University in the light of inner accuracy experts opinions. The methodology of the study and its tools: In order to achieve the aims of the study the researcher followed the Comparative Methodology with its two steps which are: description and analysis, as they are the most suitable for the nature of the current study, as data and information would be collected about the standardized specifications of quality management 2008: 9001, the inner accuracy process, the managerial creativity, then their nature, and their different, sides would be examined, analyzed, and the relation among them would be explained in the light of inner accuracy experts, also the experience of high studies at King Soud University in applying the standardized specifications of quality management ISO 2008:9001, in order to reach a suggested proposal that can contribute to activate standardized specifications of quality management ISO 2008:9001 in supporting the managerial creativity at high studies at King Soud University. Also the study used a questionnaire that was directed to inner accuracy experts, to recognize the extent of standardized specifications items contribution in quality .management system ISO 2008: 9001 in supporting the managerial creativity at High studies of King Soud University in the light of inner accuracy experts opinions. The field study resulted in finding a severe weakness in the contribution of the standardized specification in quality management system ISO 2008: 9001 in supporting the managerial creativity at High studies of King Soud University, because of the rigidity of some items of the specifications, that hinder the support of the managerial creativity.

تحرص المؤسسات الجامعية على تجويد منظومتها الإدارية وضبط إجراءاتها وتوثيقها وفق مواصفات قياسية معتمدة ومتعارف عليها دوليا، بما يزيد من أدائها المتميز وزيادة قادرتها على التنافسية، وتعتبر المواصفة القياسية لإدارة الجودة الأيزو 9001:2008 من أكثر مواصفات إدارة الجودة شيوعا واستخداما؛ لتحقيق هذا الغرض. ولتأكيد الإحساس بالمشكلة قام الباحث بتطبيق دراسة استطلاعية على عينة مكونة من (20) موظف بعمادة الدراسات العليا –جامعة الملك سعود للوقوف على مدى إتاحة المواصفة القياسية لنظام إدارة الجودة الآيزو 9001:2008 والمطبقة بالعمادة على الإبداع الإداري، وأكد جميع أفراد العينة على ضعف إتاحة المواصفة القياسية لنظام إدارة الجودة الآيزو 9001:2008 المطبقة بالعمادة للإبداع الإداري، وأرجعوا ذلك إلى جمود المواصفة وعدم تضمنها إجراءات تدعم الإبداع الإداري. واستنادا على ما سبق فإن مشكلة الدراسة الحالية تكمن في التعرف على واقع إسهام المواصفة القياسية لإدارة الجودة الأيزو 9001:2008 في دعم الإبداع الإداري بعمادة الدراسات العليا جامعة الملك سعود في ضوء آراء خبراء التدقيق الداخلي؛ وذلك من خلال محاولة الإجابة عن الأسئلة الآتية: 1-ما الإطار الفكري للمواصفة القياسية لإدانة الجودة الأيزو 9001:2008 في التعليم؟ 2- ما دواعي الحاجة للتدقيق الداخلي في نظام إدارة الجودة الأيزو 9001:2008؟ 3-ما أم مقومات ترسيخ ثقافة الإبداع الإداري بالجامعات والتي يمكن تحقيقها من خاص المواصفة القياسية لإدارة الجودة الأيزو 9001:2008؟ 4-ما ملامح تجربة عمادة الدراسات العليا –جامعة الملك سعود في تطبيق المواصفة القياسية لإدارة الجودة الأيزو 9001:2008؟ 5-ما مدى إسهام بنود المواصفة القياسية لإدانة الجودة الأيزو 2008: 9001، في دعم الإبداع الإداري بعماده الدراسات العليا جامعة الملك سعود في ضوء آراء خبراء التدقيق الداخلي؟ 6-ما ملامح التصور المقترح لتفعيل المواصفة القياسية لإدارة الجودة الأيزو 9001:2008 فن دعم الإبداع الإداري بعمادة الدراسات العليا جامعة الملك سعود في ضوء آراء خبراء التدقيق الداخلي؟ أهداف الدراسة
