يقوم النظام الديمقراطي على فكرة التوازن بين سلطات الحكم حتى لا تجور إحداهما على الأخرى وتستأثر بالسلطة، ومن الصور الأساسية للرقابة رقابة البرلمان على الحكومة وتعتبر هذه الرقابة من أقدم وظائف البرلمان تاريخيا وأشهرها سياسيا، ومن ضمن الأدوات الرقابية الممنوحة للمجالس التشريعية أداة حجب الثقة أو ما يعبر عنها بالمسؤولية السياسية للحكومة، وقد نصت عليها أغلب الدساتير والأنظمة الداخلية لدول العالم، غير أنه اختلفت شروطها وأساليب ممارستها من دولة لأخرى ومن نظام آخر، وتتمثل هذه المسؤولية في حق المجلس التشريعي بسحب الثقة من الوزارة كلها كوحدة، أو أحد الوزراء، ويترتب على هذا التصرف البرلماني وجوب استقالة الوزارة أو الوزير نتيجة سحب الثقة منهما، أو حل المجلس التشريعي وذلك حسب النظام السائد. ونظرا لما تشكله المسؤولية السياسية من خطورة على الحياة السياسية للدولة، وما يتفرع عنه من حالة تخبط وفوضى وإشكاليات ومخاطر كبرى على السياسة العامة للحكومة والخطوط الكبرى لبرامجها الداخلية والخارجية، ولذا فإننا سوف نتناول في صفحات هذا البحث الحديث عن ماهية هذه المسؤولية السياسية والأسباب التي أدت لاتخاذها والإجراءات المتبعة في تطبيقها، والشروط الواجب توافرها لممارستها، ومن ثم بيان آثارها من خلال استعراض النتائج الإيجابية والسلبية المترتبة على تطبيقها في سورية وفي عدة دول بعضها يأخذ بالنظام البرلماني ودول أخرى تأخذ بالنظام الرئاسي.
