هدفت هذه الدراسة إلى تعرف معوقات التخطيط الاستراتيجي في قسمي الدعوة والثقافة الإسلامية والتربية الخاصة بجامعة القصيم، من وجهة نظر أعضاء هيئة التدريس، والوقوف على أكبر المعوقات، ومحاولة إيجاد الحلول المناسبة لها، وتكونت عينة الدراسة من (66) عضواً من أعضاء هيئة التدريس، (36) ذكوراً، و(30) إناثاً، ولتحقيق أهداف الدراسة فقد استخدم الباحث استبانة من إعداده، للكشف عن معوقات التخطيط الاستراتيجي، مكونة من (29) عبارة. وقد أظهرت النتائج وجود معوقات للتخطيط الاستراتيجي تصنف بدرجة كبيرة وأخرى متوسطة، وأن هناك فروقاً ذات دلالة إحصائية تعزى لمتغير القسم الأكاديمي، ولصالح قسم التربية الخاصة، حيث المعوقات لديهم أعلى من قسم الدعوة والثقافة الإسلامية، وأشارت النتائج كذلك إلى عدم وجود فرق ذي دلالة إحصائية بين متوسطي الذكور والإناث تعزى للجنس، وأشارت النتائج كذلك إلى وجود فروق ذات دلالة إحصائية بين متوسطات العينة تعزى للخبرة في التدريس لصالح من خبرته أكثر من (3 سنوات). وأوصت الدراسة باعتماد معايير التميز والكفاءة في اختيار القادة الأكاديميين في الجامعة، وعلى جميع المستويات، وعقد دورات تدريبية متقدمة للقادة الأكاديميين في الجامعة حول التخطيط الاستراتيجي، واستراتيجياته، وضرورة مشاركة أعضاء هيئة التدريس في عملية التخطيط الاستراتيجي في الجامعة، ومتابعة تنفيذ الخطط. This study aimed to identify the obstacles of strategic planning in the departments of Dawa and Islamic Culture and Special Education at Qassim University, from the point of view of faculty members, and to identify the biggest obstacles, and try to find appropriate solutions for them. The sample of the study consisted of (66) faculty members, ( 36) males and (30) females. To achieve the objectives of the study, the researcher used a questionnaire prepared by him to detect obstacles to strategic planning, consisting of (29) phrases. The results showed that there are obstacles to strategic planning classified at high and medium levels. There are also significant differences due to the variable of the academic department for the department of special education as the obstacles among them are greater than the department of da'wah and Islamic culture. The results also indicated that there are no statistically significant difference between the averages of male and female due to gender. The results also indicated that there were statistically significant differences between the averages of the sample due to the experience of teaching for more than 3 years. The study recommended the adoption of the standards of excellence and efficiency during the selection of academic leaders at the university at all levels. The study also recommended holding advanced training sessions for the academic leaders at the university on the strategic planning and its strategies stressing the need for the participation of the faculty members in the strategic planning process at the university and following the implementation of the plans.
