يتشكل النظام التعليمي ويتأثر بعدد من القوى العالمية التي تؤثر عليه تأثيرا علميا وأيديولوجيا، والتي تتمثل أهمها في: القوى المعرفية، والاقتصادية، والسياسية، والثقافية، وقد تفرض هذه القوى آثارا عميقة وعديدة على النظام التعليمي ومكوناته وعناصره. وفي هذا السياق تبرز أهمية تطوير الأداء المؤسسي للمؤسسات التعليمية الذي هو بمثابة قدرة المنظمة على استخدام جميع مواردها بكفاءة، لإنتاج مخرجات تكون متناغمة مع أهداف المنظمة ومناسبة لمستخدميها، وبذلك فإن الأداء المؤسسي يعتبر منظومة تتفاعل من خلالها العناصر (المادية والبشرية) داخل المؤسسة مع البيئة المحيطة خارج المؤسسة لتحقيق أهداف ومخرجات فعالية قادرة على التنافس في ظل عصر المعلوماتية، ذلك العصر الذي يتطلب من المؤسسات ضرورة أن تكون لديها ميزة تنافسية من أجل بقائها واستمرارها. وتتمثل أسئلة البحث الحالي فيما يلي: 1- ما الأسس الفكرية للأداء المؤسسي وتحقيق الميزة التنافسية المستدامة بكليات التربية؟ 2- ما محددات تطوير الأداء المؤسسي وتحقيق الميزة التنافسية المستدامة بكليات التربية؟ 3- ما الخلفية العامة لكلية التربية بجامعتي عين شمس والمجمعة؟ 4- ما واقع محددات تطوير الأداء المؤسسي وتحقيق الميزة التنافسية المستدامة بكليتي التربية بجامعتي عين شمس والمجمعة من وجهة نظر عينة الدراسة الميدانية؟ 5- ما أوجه التشابه والاختلاف لاستجابات أفراد عينة الدراسة حول واقع تطوير الأداء المؤسسي والميزة التنافسية في كلية التربية بجامعتي عين شمس والمجمعة، وتفسيرها؟ 6- ما الإجراءات المقترحة لتطوير الأداء المؤسسي وتحقيق الميزة التنافسية المستدامة بكليتي التربية بجامعتي عين شمس والمجمعة؟ واتبع البحث الحالي المنهجية المقارنة، استنادا إلى الأهداف المتوخاة من هذا البحث. وتمثلت أداة البحث الحالي في الاستبيان؛ بهدف الوقوف على واقع الأداء المؤسسي وانعكاسه على تحقيق الميزة التنافسية المستدامة بكليتي التربية بجامعتي عين شمس والمجمعة. وباستقراء نتائج الدراسة الميدانية، وما ترتب عليها من تحليل مقارن لأوجه التشابه والاختلاف، وتفسيرها لاستجابات أفراد العينة؛ اتضح أن ثمة ضعفا ملحوظا في الأداء المؤسسي بكليتي التربية بجامعتي عين شمس والمجمعة في محدداته الثلاثة المختارة في البحث الراهن، (التوجه الاستراتيجي، والتمكين، والتوجه نحو تسويق الخدمات التعليمية)؛ بما ينعكس سلبيا على قدرة الكليتين على تحقيق الميزة التنافسية المستدامة، وهو الأمر الذي يدعو البحث الراهن لتقديم عدد من الإجراءات المقترحة لتطوير الأداء المؤسسي للكليتين، عملا على تحقيق الميزة التنافسية المستدامة لهما، وهو ما سيتم تناوله تفصيلا في القسم التالي من أقسام البحث الراهن. وقد قدم البحث عددا من الإجراءات المقترحة المتعلقة بالمحددات المختارة في البحث الراهن لتطوير الأداء المؤسسي وتحقيق الميزة التنافسية بكليتي التربية بجامعتي عين شمس والمجمعة.
The educational system is shaped and influenced by a number of international forces scientifically and ideologically. The most important forces are the cognitive, economic, political and cultural forces. Moreover, these forces may impose multiple and profound effects on the educational system, its components and elements. In this context, it is important to develop the institutional performance of educational institutions, which is considered as the ability of the organization to use all its resources efficiently, in order to produce outputs that are consistent with the objectives of the organization and suitable for its users. Thus, institutional performance is considered a system in which the elements (physical and human) interact with the surrounded environment that is outside the institution to achieve effective goals and outputs that can compete in the era of informatics, which is an age that requires institutions to have a competitive advantage for their survival and continuity. The current research questions are represented in the following: 1. What are the intellectual foundations of institutional performance and achieving competitive advantage at sustainable faculties of education? 2. What are the determinants of developing institutional performance and achieving competitive advantage at sustainable faculties of education ? 3. What is the general background of the Faculties of Education at Ain Shams University and Al Majmaah? 4. What is the reality of the determinants of developing institutional performance and achieving competitive advantage in both faculties of education at Ain Shams University and Al Majmaah from the point of view of the sample of the pilot study?- 5. What are the similarities and differences aspects of the responses' of the study sample members on the reality of developing of institutional performance and competitive advantage at faculties of Education at Ain Shams University and Al Majmaah and its interpretation? 6. What are the proposed procedures for developing institutional performance and achieving competitive advantage at both Faculties of Education at Ain Shams University and At Majmaah? The current research followed the comparative methodology, based on the aims of this research. The current research tool is represented in the questionnaire for identifying the reality of institutional performance and its impact on achieving sustainable competitive advantage in the two faculties of education at Ain Shams University and Al Majmaah University. Extrapolating the results of the pilot study, the consequent comparative analysis of the similarities and differences, and interpretation of the responses of the sample; it became clear that there is a noticeable weakness in the institutional performance of the faculties of education at the Universities of Ain Shams and Al Majmaah University in the three selected determinants in the current research, (strategic trend , empowerment, and the trend towards Marketing of educational services); as reflected negatively on the ability of the two faculties of education to achieve sustainable competitiveness advantage , which calls for the current research to provide a number of proposed procedures for developing the institutional performance of the two faculties, in order to achieve a sustainable competitive advantage for them. The research presented a number of proposed procedures related to these elected determinants in the current research to develop institutional performance and achieve competitive advantage in both faculties of education at Ain Shams University and Al Majmaah University.
