المستخلص: يهدف هذا المقال إلى دراسة النظام القانوني لصندوق التضامن والضمان للجماعات المحلية الذي حل محل الصندوق المشترك للجماعات المحلية بعد عجز هذا الأخير في النهوض بالتنمية المحلية على المستوى المحلي والقضاء على الفوارق التنموية بين البلديات والولايات.
ومن خلال هذا الدراسة سيتم التطرق إلى الهياكل الإدارية للصندوق وتنظيمها، وإلى مختلف المصادر المالية لميزانية الصندوق المنصوص عليها في مختلف النصوص القانونية، وإلى مهامه واختصاصاته.

Cet article vise à étudier le système juridique de la caisse de solidarité et de garantie des collectivités locales. Ce dernier a remplacé le fonds commun des communautés locales après son déficit dans la promotion du développement et à l'élimination des disparités de développement entre les municipalités et les états.
Cette analyse est adressée aux structures administratives du fonds et de l'organisation, et à diverses sources financières; le budget du fonds est aussi indiqué dans les différents textes juridiques, et de ses fonctions et pouvoirs.

This article aims to study the legal system of the Solidarity and Guarantee Fund for Local Communities, which replaced the Common Fund for Local Communities after the latter's inability to promote local development at the local level and eliminate development disparities between municipalities and states.
The study will examine the administrative structures and organization of the Fund, the various financial sources of the Fund's budget provided for in the various legal texts, and the functions and competencies of the Fund.
