|a يهدف هذا المقال إلى دراسة النظام القانوني لصندوق التضامن والضمان للجماعات المحلية الذي حل محل الصندوق المشترك للجماعات المحلية بعد عجز هذا الأخير في النهوض بالتنمية المحلية على المستوى المحلي والقضاء على الفوارق التنموية بين البلديات والولايات.\nومن خلال هذا الدراسة سيتم التطرق إلى الهياكل الإدارية للصندوق وتنظيمها، وإلى مختلف المصادر المالية لميزانية الصندوق المنصوص عليها في مختلف النصوص القانونية، وإلى مهامه واختصاصاته.

|d Cet article vise à étudier le système juridique de la caisse de solidarité et de garantie des collectivités locales. Ce dernier a remplacé le fonds commun des communautés locales après son déficit dans la promotion du développement et à l'élimination des disparités de développement entre les municipalités et les états.\nCette analyse est adressée aux structures administratives du fonds et de l'organisation, et à diverses sources financières; le budget du fonds est aussi indiqué dans les différents textes juridiques, et de ses fonctions et pouvoirs.
