اهتم البحث بدراسة أثر العوائد النفطية على المؤشرات الصحية في ليبيا خلال الفترة (1990- 2014)، وتعتبر أهم أهداف البحث دراسة وتحليل العوائد النفطية في ليبيا، وتحليل لأوضاع الصحة في ليبيا، وكذلك محاولة معرفة أثر العوائد النفطية على مؤشرات الصحة في ليبيا، وقد كانت أهم نتائج البحث هو اعتماد قطاع الصحة على العوائد النفطية من حيث الإنفاق عليه، حيث حققت ليبيا تحسناً ملحوظاً في المؤشرات الصحية، خاصة في معدلات العمر المتوقع عند الولادة، وانخفاض معدلات وفيات الأطفال، والقضاء على العديد من الأمراض التي كانت سائدة في ليبيا، إلا أن هناك مؤشرات أخرى لم ترق نسبة الإنجاز فيها إلى مستوى الأهداف الموضوعية، لذلك جاءت أهم توصيات البحث بأن ليبيا تحتاج إلى استراتيجية شاملة للنهوض بالقطاع الصحي بشكل عام، وضرورة تطوير الكادر الطبي وتقليل الاعتماد على العمالة الأجنبية ورفع كفاءة إدارة القطاع الصحي، ومحاربة الفساد المالي الكبير فيه.
The research focused on studying the effect of oil revenues on the health indicators in Libya during the period from 1990 to 2015. The most important objectives of research are studying and analyzing the oil revenues in Libya, analyzing the conditions of health in Libya, and trying to measuring the effect of oil revenues on health indicators in Libya. The most important findings of research are as follows: the research concluded that there is a positive relationship with statistical significance between oil revenues and health indicators in Libya and the health sector relies on the oil revenues in terms of spending on it. Libya has achieved a noticeable improvement in health indicators, especially in the expected age groups when going into labor, reducing Child mortality rates, and eliminating several diseases which were prevailing in Libya. However, there are other indicators where the level of achievement in which did not reach the level of objective targets. Accordingly, the most important recommendation of study is that Libya needs a comprehensive strategy to develop the health sector in general. In addition, it is important to develop the medical cadre, reduce the reliance on the foreign workforce, increase the efficiency of health sector administration, and combating the great financial corruption prevailing in it.
