تعاني مدينة الكوفة من عجزا كبيرا في مراكز الصحة العامة وفي آلية التوقيع والتوزيع، لذا توجب إعادة تحليل المكان على وفق فلسفة جغرافية تخطيطية لما للجغرافي من دور كبير في تحليل وتحديد مكامن الخلل الوظيفي لنشاط الخدمات في المدينة وإعادة توقيع وتوزيع تلك المراكز في الأحياء السكنية بشكل كفوء عند إعادة قراءة فلسفة المكان وإعادة تطبيقها عمليا بشكل متوازن بين الخدمة والسكان. يهدف البحث إلى تحديد مقدار العجز في عدد المراكز الصحية ضمن مدينة الكوفة لسنة الدراسة (2017) ومن ثم لسنة الهدف (2027) عن طريق تقدير الحجم السكاني لها للاطلاع على الواقع السكاني للمدينة ومدى احتياجاتها من تلكم المراكز، ومن ثم إعادة ترتيب الأحياء السكنية فيما بينها على وفق التجاور المكاني والعدد السكاني لها، ومن ثم توقيع المراكز الصحية المطلوبة فيها، أي إعادة التوزيع على وفق المعيار التخطيطي المعتمد، ومن ثم بناء نموذج ملائمة مكانية لتوقيع تلك المراكز الجديدة وفق الأسس والأساليب العلمية عبر منهجية التحليل المكاني ومن خلال عملية الموازنة والمقارنة للمعايير التي تتعلق بتوقيع تلك المراكز.
